Work environment

The Office of the Chief Electoral Officer, commonly known as Elections Canada, is an independent, non-partisan agency that reports directly to Parliament. Its mandate includes operational responsibilities, for example, being prepared to conduct a federal general election, as well as regulatory responsibilities, such as administering the political financing provisions of the Canada Elections Act.

The Political Financing and Audit Directorate is looking for a leader to manage a team of auditors seeking to ensure compliance.

Intent of the process

The intent of the process is to staff one permanent position with the following language profile: Bilingual Imperative BBB/BBB and one two-year term position with the following language requirement: English or French essential.
In addition, pools of fully qualified candidates could be established to staff similar positions at Elections Canada with a variety of profiles and/or language requirements and of various durations depending on the requirements of the position.

EDUCATION:
A diploma or degree from a recognized post-secondary institution with a specialization in accounting, finance, business administration, commerce or economics AND experience related to positions in the Financial Management group

OR

Eligibility for a recognized professional accounting designation (CPA, CA, CMA or CGA)

Note: Eligibility for a recognized professional accounting designation means that the candidate has met all academic and occupational requirements with respect to diplomas or degrees, examinations, experience, etc., without having to have obtained or maintained actual registration, certification or membership in a professional association.

Degree equivalency

EXPERIENCE:
-Recent* and significant** experience in managing human resources;
-Recent* and significant** experience in leading a team through all phases (planning, conduct, reporting) of audit engagements or financial operations (accounting operations, internal controls, quality assurance, oversight);
-Significant** experience in leading briefings and providing advice to senior management***;
-Experience in writing and reviewing written materials for senior management*** that provides advice and recommendations such as but not limited to briefing notes, presentations, and reports.

*Recent experience is defined as experience acquired within the last five (5) years.
**Significant experience is defined as experience associated with having performed a wide range of activities over a period of at least three (3) years.
***Senior management is defined as an employee classified in an executive group or level (EX 01, director or equivalent) or higher.
