Duties

•Communicate and provide technical assistance to project partners and clients in developing applications and reporting on contribution agreements using both file and web based systems.

•Coordinate and support the development and implementation of contribution agreements, including monitoring and maintaining up to date expenditures and follow up for individual agreements, and entering information into the required forms and templates.

•Communicate updates on project status and progress to team members.

•Verify reports and payment requests from clients to ensure that they are correct and fulfill ECCC requirements. Work with clients to address areas of concern.

•Plan, organize, and participate as a member of project teams and working groups including planning and logistics for gatherings and events.

•Maintain files and records.

•Participate in the development and review of many types of written documents such as guides and tools, briefings and reports, communications and outreach products, agendas and records of decisions for meetings, promotional materials, etc.

Intent of the process

The pool of qualified candidates will be use to staff a position in Yellowknife. It may also be used by ECCC and by other federal departments and agencies for similar positions with various requirements ( linguistic profil, security clearance and tenure).

*Important notes: The position located in Yellowknife will be part of the SUNSET-FUNDED PROGRAM, meaning that the period of employment will not count in the calculation of the total amount of time required for indeterminate status pursuant to the Treasury Board Secretariat Term Employment Policy.

EDUCATION
ED1-A secondary school diploma or employer-approved alternatives (see Note 1).

Note:
1.The employer-approved alternatives to a secondary school diploma are:
o A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
o An acceptable combination of education, training and/or experience.
Candidates who already meet both of the following criteria must be accepted as meeting the secondary school diploma requirement:
a. Candidates who have achieved a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; and
b. Candidates who have been appointed or deployed for an indeterminate period to a position in the PM classification.
The opportunity to be assessed by at least one of the two employer-approved alternatives must be offered to candidates who have not previously met the secondary school diploma requirement.

Candidates who were appointed or deployed on an indeterminate basis using an acceptable combination of education, training and/or experience meet the secondary school requirement for the PM classification only and must be reassessed for entry to other classifications on the basis of this alternative.

Degree equivalency

EXPERIENCE
EX1-Experience in tracking multiple projects.

EX2-Experience working with the following applications: spreadsheets (Excel), word processing (Word) and e-mails (Outlook).

EX3-Experience in logistics management and follow-up of meetings, conference calls, videoconferences and other activities.

EX4-Experience in supporting project management (gathering information and updating project data, maintaining project forms, templates and tools).

EX5-Experience in information management and records keeping.

EX6-Experience working effectively with Indigenous communities and organizations, government, regulators, environmental non-government organizations, or industry.

ASSET EDUCATION
AED1-Graduation with a diploma or degree from a recognized post-secondary institution.

ASSET EXPERIENCE
AEX1-Experience in grants and contribution program delivery.

AEX2-Experience in drafting contribution agreements or other financial agreements with non-governmental organizations.

AEX3-Experience in participating on multi-jurisdictional and multi-agency teams or partnerships with wildlife conservation initiatives.

AEX4-Experience working with Indigenous communities and organizations on collaborative projects in a northern environment.

AEX5-Experience in administrative support related to finance.

AEX6-Experience in providing quality client service in a fast-paced environment.

ASSET KNOWLEDGE
AKN1-Knowledge of Northern Canadian Land Claims Agreements.

AKN2-Knowledge of northern Indigenous culture, society and economy.

AKN3-Knowledge of the Species at Risk Act.

AKN4-Knowledge of the role of other wildlife agencies, non-government environmental, organizations, local governments and aboriginal governments in the conservation of species at risk, migratory birds and their habitats in Northern Canada.

Conditions of employment

Reliability Status security clearance - Conditions of employment may include some or all of the following:

•Willing and able to travel within Canada, including travel to remote locations in Yukon, NWT, and Nunavut.

•Possess a valid driver’s license.

•Willing and able to obtain a Health Canada medical.

•Willing and able to obtain and maintain First Aid Training certification.
