On November 25, the Federal Court of Canada approved a settlement for the Canadian Armed Forces (CAF) and Department of National Defence (DND) sexual misconduct class action. This settlement affects people who experienced sexual assault, sexual harassment, or discrimination based on gender, sex, gender identity or sexual orientation while serving in the CAF, working for DND, or for the Staff of the Non-Public Funds, Canadian Forces.
The approval of this settlement represents a significant milestone. The settlement provides financial compensation for individuals who have been harmed by sexual misconduct and outlines changes to CAF and Veterans Affairs Canada policies. This approved settlement also provides an opportunity for individuals to share their experiences with senior DND/CAF representatives in a facilitated restorative engagement process.
In light of this approved settlement, the Sexual Misconduct Response Centre (SMRC) in collaboration with the Integrated Conflict and Complaint Management Program (ICCM) are hiring skilled, compassionate and dedicated Practitioners to join their team with positions available across Canada.
The Senior Restorative Practitioners will coordinate and facilitate direct and indirect communication about experiences of harm between those who have been harmed and senior DND/CAF representatives. Practitioners will work with participants individually conducting ongoing assessments of safety, readiness and suitability, and preparing them for communication. Practitioners will be required to liaise with internal and external stakeholder as well as subject matter experts, contribute to program research and reporting, and may also conduct outreach activities. The Senior Restorative Practitioners will also be responsible for providing supervision, mentorship and leadership to other Restorative Practitioners.
The Senior Conflict Management Practitioners will provide expert conflict management services to support members of the ICCM and SMRC Team. Practitioners will conduct consultations, mediations, training and other conflict resolution processes. The Senior Conflict Management Practitioners will also be facilitating restorative processes.

Did you know the Department of National Defence (DND) is the largest federal government employer, offering over 70 different types of civilian career opportunities? As a civilian employee, your role will be to provide services and support to the Canadian Forces (CF) in their operations and missions at home and abroad.
You will be required to perform these duties from home or other locations for part or all of a regular work week. You will also be required to travel.
Should you be considered in this process, you will be required to participate in a virtual training and assessment. All chosen candidates must successfully complete the virtual training and assessment program prior to being offered a position.
The training will provide an understanding of restorative approaches and trauma-informed, culturally responsive practices and teach participants how to facilitate a restorative dialogue including different process models. Participants will learn the intricacies of working with people who have been harmed and caused harm, the risks and benefits of restorative practices and tools for self-care. The training will also focus on understanding the history and environment of the military workplace. Participants will be required to engage in role plays during which they will be observed and assessed at the appropriate level.
The training will be scheduled for early May 2021 and applicants who successfully complete the training will be considered for appointment by September 2021. There will be other dates for the training later in the year and into 2022 however firm dates are not known at this time. Depending on the location, participants may need to travel to attend the training. Costs related to travel, including transportation, accommodation and meals, will be reimbursed by the Department for persons residing in Canada as per the Travel Directive.
This intent of this inventory is to establish a pool which will be used to staff similar positions at an equivalent group and level with various employment tenures, language profiles, security requirements, and conditions of employment.
Immediate needs are for temporary employment for approximately one (1) or two (2) years with a possibility of extension. Permanent employment opportunities may be explored at a future date. It is anticipated that appointments will begin in Summer 2021.

EDUCATION:
A secondary school diploma or employer-approved alternatives (see note)
Note: A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; OR an acceptable combination of education, training and/or experience

ANY OF THE BELOW QUALIFICATIONS MAY BE INVOKED AS ESSENTIAL QUALIFICATIONS DEPENDING ON THE REQUIREMENTS OF THE POSITION.
ASSET EDUCATION:
AEDU1: A post-secondary degree with an acceptable specialization in a relevant humanity or social science such as psychology, criminology, victimology or social work OR an acceptable combination of education and experience
AEDU2: Completed specialized training in restorative practices
AEDU3: A post-secondary degree in conflict management, human resources management or a field relevant to the position being staffed AND one hundred and sixty (160) hours of acceptable training in conflict management which must include forty (40) hours of mediation training.
AEDU4: An acceptable combination of a secondary school diploma AND two hundred and forty (240) hours of conflict management which must include forty (40) hours of mediation and at least forty (40) hours of Group Intervention (GI) training and five (5) years of experience as a full time Alternative Dispute Resolution (ADR) Practitioner in the past 6 years.
Note: Documented proof may be requested and must include course provider, course title, and date of completion and duration of training in hours.
ASSET EXPERIENCE:
AEX1: Experience in performing administrative tasks such as coordinating meetings, time keeping, writing reports, data entry and managing records
AEX2: Experience in developing briefings, presentations or training workshops
AEX3: Experience in the past five (5) years leading a minimum of five (5) complex* mediations as a third party neutral
AEX4: Experience in the past two (2) years leading a minimum of two (2) ADR training sessions, in an adult learning environment

*Complex is defined as involving multiple parties and sensitive issues such as financial implications, mental health issues etc.
