Assessment accommodation

Intent of the process

A pool of partially qualified candidates at the CS-04 and CS-05 level with various linguistic profiles (Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC and English Essential) could be established from this process to staff similar positions within Public Services and Procurement Canada.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relaxant to the position to be staffed OR an acceptable* combination of education, training and/or experience.

*Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and experience of at least five (5) years in Information Technology may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

Degree equivalency

EXPERIENCE FOR CS-04 AND CS-05 POSITIONS
• Experience in developing service levels to evaluate vendor performance.
• Experience leading complex vendor engagements activities.
• Experience in managing through a contractual dispute.
• Experience in successfully managing short and long term vendor relationships.

EXPERIENCE FOR CS-04 POSITIONS
• Recent* experience in leading the development of IT statements of works and supporting contractual documents.
• Experience in developing and negotiating terms and conditions for IT contracts.
• Experience in managing Human Resources.
• Experience in developing informatics and/or digital strategies, plans and policies.

Note:
*Recent is defined as experience normally gained within the last five (5) years.

EXPERIENCE FOR CS-05 POSITIONS
• Significant** experience in developing and negotiating terms and conditions for IT contracts.
• Significant** experience in providing strategic advice, recommendations and preparing briefing material to Senior Management on complex business or IM/IT issues.
• Significant** experience in managing Human Resources.
• Experience in managing or implementing organizational change initiatives with a significant impact on staff and operational procedures.
• Experience in leading governance meetings that deal with IT contracting
• Experience in Financial Management ***

Notes:
**Significant is defined as the depth and breadth of experience associated with having performed a broad range of complex activities related to this task, which are normally acquired over two (2) years.
***Financial Management is defined as, but not limited to: managing and being accountable for a budget, having full delegation for a section or project budget, forecasting, planning, budget allocation, reporting, etc.

• Graduation with a degree from a recognized university with a specialization in computer science, computer engineering, information sciences or other discipline related to the position.

• Experience in working on compensation IT Systems.
• Experience in building a High Performance Team using Management tools.
• Experience in the operations management support for commercial off-the-shelf (COTS) software or systems.
