ABOUT THE JOB
You will be managing teams of IT Professionals in the Public Service. At the Public Service Commission (PSC), managers are two levels below the Chief Information Officer level. As such, access to the senior management cadre is unique and managers have a direct impact on the IT division’s success.
The manager’s main duties include planning, organizing and prioritizing workload, as well as direct and indirect supervision (including setting up performance expectations for own employees, evaluating performance, approving leave and schedules, recommending overtime, labour relations matters, etc.).
You will be responsible to manage your own group’s operations, as well as some projects under your responsibility and will be accountable for your results.
You will be directly contributing to the IT vision and direction through your leadership and strategic advice and will be asked to provide effort and cost estimates, as well as to optimize work and processes through creative thinking. You will be an active change agent in the organization and may be directly involved in preparing deliverables for the Treasury Board Secretariat. You may also represent the PSC at GC-wide committees and meetings.

The PSC is located in a new building at 22 Eddy Street, in the heart of downtown Gatineau. Our location is easily accessible and is located near Terrasses de la Chaudière and just a few kilometers away from downtown Ottawa. Our facilities meet the new 2.0 office concept and is WI-FI ready throughout the building. Our employees also have access to showers, changing rooms and reserved spaces for bicycles, which is ideal for those wishing to travel to work by bike, running or walking while using the nearby bike paths. Moreover, the PSC launched a pilot project for active workstations, which now enables our employees to work while walking on treadmill or pedaling on stationary bike.
This process will initially be used to staff one position indeterminately. A pool of qualified candidates may be established and may be used to staff similar positions on an indeterminate or term basis with various linguistic profiles and/or security requirements within the public service.

Education:
ED: Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Experience:
EX1: Experience providing advice to senior management on strategic and *complex Information Management (IM) / Information technology (IT) issues.
EX2: Experience in managing and supervising a work team.
EX3: Experience in planning, monitoring and managing projects.
* A complex Information Managerment (IM) / Information Technology (IT) issue is defined as an IT or an IM issue that spans many stakeholder groups, requiring research and analysis.

Asset Education:
AED1: A baccalaureate degree from a recognized post-secondary institution in computer science, information technology, information management or another specialty relevant to the position to be staffed.
AED2: Master’s degree from a recognized postsecondary institution in computer science, information technology, information management or another specialty relevant to the position to be staffed.
AED3: Valid and current professional certification such as Project Management Professional (PMP), Projects in Controlled Environments, version 2 (PRINCE2), or other professional certifications relevant to the position to be staffed.
Asset Experience:
AEX1: Experience in the management of Project Management Office or in the management of a project portfolio.
AEX2: Experience managing and implementing changes having an impact across the department or the organization (for example: framework, tools, practices, etc.)
AEX3: Experience working in collaboration with finance and procurement teams
AEX4: Experience partnering with project teams and business clients
AEX5: Experience in the preparation and management of IT contracts such as Request for Proposal (RFP), Task-Based–Informatics Professional Services (TBIPS), Solutions-Based Informatics Professional Services (SBIPS).
Asset Knowledge:
AK1: Knowledge of the current IM/IT trends, environment and associated challenges and opportunities for IT organizations.
AK2: Knowledge of best practices and methodologies in IM-IT project management.
Operational Requirement:
Ability and willingness to work overtime on short notice
