The Canada Industrial Relations Board (CIRB) is an independent, quasi-judicial tribunal established pursuant to section 9 of the Canada Labour Code. It is responsible for the interpretation and administration of Part I (Industrial Relations) and certain provisions of Part II (Occupational Health and Safety) and Part III (Labour Standards) of the Canada Labour Code. The CIRB is also responsible for the interpretation and administration of Part II (Professional Relations) of the Status of the Artist Act and appeals under the Wage Earner Protection Program Act. To fulfill its mandate, the CIRB provides a variety of dispute resolution services. It adjudicates matters where necessary, but it also focuses on providing mediation assistance at all stages of a proceeding to proactively seek a resolution of matters that best meets the needs of the parties. Through this approach, the CIRB supports labour and management as well as artists and producers in improving their workplace and professional relationships.
The intent of the process is to staff the position of Executive Director and General Counsel of the CIRB Secretariat. A fully or partially assessed pool may be created and may be used to staff similar positions with various linguistic requirements, tenures and security clearances within the Administrative Tribunals Support Service of Canada (ATSSC)

EDUCATION
Bachelor of Law from a recognized university
Member in good standing of the Bar of one of the provinces or territories of Canada
EXPERIENCE
Recent* and significant** experience dealing with complex*** issues of labour or employment law in an advisory capacity
Significant** experience providing strategic advice and support to senior officials**** on complex*** management or operational issues
Experience in building partnerships with internal and external stakeholders to support organizational objectives
Experience in managing financial resources***** and human resources****** in the Public Service
*Recent experience is defined as having been acquired within the last 7 years.
**Significant experience is defined as having the depth and breadth of experience normally associating with having performed a broad range of various related activities which would have been acquired over at least 5 years.
***Complex issues are defined as being highly technical, novel, multidimensional, precedent-setting or that could have a major impact on the organization or stakeholders.
**** Senior officials are individuals in higher ranks of an organization and could include Tribunal Chairpersons or Vice-Chairpersons, Deputy Ministers, Assistant Deputy Ministers, Directors General, Executive Directors or similar equivalent.
***** Managing financial resources is defined as being involved in financial planning, forecasting and reporting.
****** Managing human resources is defined as directing or overseeing people/staff, including employee performance management, workload management, leading and directing teams through the setting of priorities and work activities.
