Duties

ADM (Infrastructure & Environment):
ADM(IE)s Director General Environment and Sustainable Management (DGESM) is the primary office for activities related to the Department’s horizontal environmental strategy and programs. DGESM also provides environmental services within ADM(IE)s on infrastructure projects such as construction, Base/Wing infrastructure and long term capital asset management.

The first position within ADM(IE) is responsible for environmental regulatory compliance and environmental emergency preparedness. The second is responsible for environmental policy, such as the Federal Sustainable Development Strategy, greenhouse gas emissions reduction and adaptation to climate change.

ADM (Material):
The Materiel Group serves the Department of National Defence and the Canadian Armed Forces as a central service provider and functional authority for all Defence materiel and equipment programs. The Materiel Group manages equipment through its entire life cycle, beginning with the initial concept, moving through procurement, maintenance and support, and ending with disposal. A key responsibility of the position is to develop and implement an effective environmental program that is relevant to the life cycle management of Defence materiel and responsive to Government of Canada’s environmental priorities. The Materiel Group consists of a motivated, trained, skilled, disciplined, and well-led workforce of professionals of the highest integrity working in an open, transparent, learning and innovative culture.

The Department of National Defence (DND) is one of the largest federal government employers. DND's role is to provide services and support to the Canadian Armed Forces (CAF) in their operations and missions at home and abroad. The Department of National Defence (DND) is currently seeking to staff 3 positions with various linguistic profiles:
ADM (IE): 2 positions (CBC/CBC)
ADM (MAT): 1 position (BBB/BBB)

In addition, DND intends to use this process to establish a pool of qualified candidates for future opportunities.

Essential Qualifications

EDUCATION:
EDU1: Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.

Degree equivalency

EXPERIENCE:
EX1: Significant* experience leading and managing compliance initiatives, programs or projects to comply with the Canadian Environmental Protection Act and its regulations and/or provincial environmental protection acts and regulations.
EX2: Significant* experience developing written briefing materials (e.g. briefing notes/memos with recommendations, reports with recommendations) and providing strategic advice on complex environmental files to executives.
EX3: Experience** leading the development and also implementation of organizational/corporate environmental policies, directives or standard operating procedures.
EX4: Experience** in managing subordinates*** including at least three (3) of the following responsibilities: workload management, performance management, training plans, or staffing.

*Significant refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were primarily the candidate's responsibility. It will be assessed on the basis of the scope, complexity and the diversity of the work performed as well as the autonomy required of the candidate to perform the activities. This level of experience is normally achieved through the performance of relevant duties for a period of at least two (2) years.

** Experience refers to at least one (1) year.

***Include the number of full time employee subordinates, the duration of supervision, the breadth of work supervised and the supervisory responsibilities.

Asset Qualifications

ASSET OCCUPATIONAL CERTIFICATION:
OC1: A valid Compliance Environmental Auditor and/or Environmental Management Systems (EMS) Lead Auditor designation from the Canadian Environmental Certification Approvals Board (CECAB) or Exemplar Global equivalent.

ASSET EXPERIENCE:
AEX1: Experience negotiating or collaborating with federal or provincial environmental regulators or Federal central agencies to implement environmental protection or sustainable management initiatives.
AEX2: Experience in managing complex projects**** by applying industry standards, such as Project Management Book of Knowledge (PMBoK).
AEX3: Experience leading the implementation of environmental initiatives, programs or projects related to real property or infrastructure for an organization with real property/infrastructure capital assets.
AEX4: Experience leading the development of departmental environmental strategies to meet Federal Sustainable Development Strategy and/or Greening Government Strategy objectives.
AEX5: Experience in developing and implementing environmental management system (EMS) consistent with ISO 14001 standard.

****Complex projects refers to the depth and breadth of experience associated with projects involving multiple stakeholders, having multiple deliverables and totaling at least 12 months.
