Intent of the process

This process will be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with same official language proficiency (English or French essential and Bilingual Imperative BBB/BBB and CBC/CBC), various tenures (Indeterminate, Temporary) using various staffing mechanisms (Indeterminate appointment, Term appointment, Acting appointment, Deployment, Secondment, Assignment) and in various locations in the National Capital Region of Immigration, Refugees and Citizenship Canada.

FOR ALL STREAMS:
ED1) A degree from a recognized post-secondary institution (the term “degree” refers to a baccalaureate).

EXPERIENCE:
FOR STREAMS 1&3:
EX1) Experience in preparing written material, including the development of audit reports, findings, and recommendations and presenting information to senior management (Director level and above).
EX2) Significant* experience in performing all phases of audit projects that respect professional standards.

FOR STREAM 2 only:
EX3) Significant* experience in establishing relationship, coordinating and liaising with internal and external stakeholders including external auditors (e.g. other government organizations such as the Office of the Auditor General of Canada).
EX4) Significant* experience in preparing and providing material (such as the development of briefing notes or strategic advice or presentation deck or recommendations) and presenting information to senior management (Director level and above).

FOR STREAM 3 only:
EX5) Experience in supervising work of team members.

*Significant experience means the breadth and depth of experience normally associated with having performed a broad range of specific and related work over a period of approximately 2 years for STREAM 1&2 and 3 years for STREAM 3.

FOR ALL STREAMS:
KNOWLEDGE:
K1) Knowledge of the Treasury Board Policy on Internal Audit and Directive on Internal Audit.
K2) Knowledge of the International Professional Practices Framework from the Institute of Internal Auditors.

ASSET QUALIFICATIONS

FOR STREAMS 1&3:
EDUCATION:
AED1) Possession of a recognized professional accounting designation (i.e. CPA, CA, CGA, or CMA).
AED2) Possession of a professional certification from a recognized internal auditing association (i.e. CIA, CGAP or CISA).

FOR STREAM 2:
EDUCATION:
AED3) Possession a Master Degree in the area of Business Administration and/or Finance (e.g. MBA) from a recognized post-secondary institution.

FOR ALL STREAMS:
EXPERIENCE:
AEX1) experience in supporting and coordinating finance or human resources or recruitment or the development of staffing strategies.
AEX2) Experience in conducting follow-up on audit recommendations.
AEX3) Experience in the use of audit management software (e.g. TeamMate).
AEX4) Experience in developing risk-based internal audit plans.
AEX5) Experience in working on quality assurance activities within an internal audit function.
AEX6) Experience in data analytics (e.g. analyzing sets of data from SAP using ACL or IDEA or applying data by other tools such as SAS).
AEX7) Experience in using tools such as power Business Intelligence to report results of data analysis.
