Duties

The Associate Director General, Civil Aviation is accountable for:

• Directing the delivery of civil aviation safety and security transportation programs and services;

• Ensuring compliance through enforcement of a broad base of civil aviation transportation safety and policies on a national basis;

• Providing a horizontal, integrated function relating to the development of legislation, regulations and policy to address civil aviation safety requirements;

• Representing Canada at national committees, conferences, councils and fora;

• Acting as the second-in-command to the Director General, Civil Aviation.

Work environment

Transport Canada is responsible for most of the transportation policies, programs and goals set by the federal government.

Transport Canada has the responsibility and authority to propose and enforce laws and regulations to ensure safe, secure, efficient and clean transportation, which also contributes to Canada's economic growth and social development.

The intent of the process is to staff the position of Associate Director General, Civil Aviation.

A pool of qualified candidates may be created and used to staff similar EX-02 positions within the Core Public Administration.

ESSENTIAL QUALIFICATIONS

EDUCATION

Graduation with a degree* from a recognized post-secondary institution or an acceptable combination of education, training AND experience in a field relevant to the position.

*degree: A baccalaureate, as established by educational authorities.

1- Education;
2- Training - including list of courses; AND
3- Experience - including number of years.

Degree equivalency

EXPERIENCE

• Recent** and significant*** experience in managing an oversight or regulatory compliance program.

• Recent** and significant*** experience in providing written and verbal strategic advice to senior management at the executive levels (such as Vice-President, Assistant Deputy Minister, CEO, COO, President, Deputy Minister, Minister) on complex**** and sensitive issues.

• Recent** and significant*** experience in consulting, negotiating and working with stakeholders and/ or any level of government on the development or delivery of policies, programs or regulations, nationally or internationally.

• Experience in representing Canada or Enterprises in national and/or international forums to advance the mandate, priorities and vision of an organization.

• Experience in the management of human***** and financial****** resources.

**Recent is defined as experience acquired over the last five (5) years.

***Significant experience is understood to mean the depth and breadth of the experience normally associated with having performed a broad range of complex related activities, which are normally acquired over a period of at least three (3) cumulative years.

****Complex issues are issues with at least three (3) of the following characteristics: multi-dimensional, multi-jurisdictional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the organization or having a potential for significant media coverage. Applicants must clearly explain in their examples the complexity of the issues.

*****Human resources management: applicants must clearly demonstrate how they have managed staff, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must indicate the number of staff they directly supervised.
