The Canada Energy Regulator works to keep energy moving safely across the country. Summary of Duties:
This position will be involved in triaging and assigning incoming incidents, analyzing incident data for performance reporting and/or for compliance verification planning purposes or as requested by other teams. In addition, this position will assist process advisors with maintenance and improvement of the CER’s Manage Incident process. It will perform QA/QC on the Manage Incident process, troubleshoot issues, improve the process as required (including procedures, and work instruction updates). This position will play an important role in the development, implementation, and/or delivery of the CER Manage Incident training program and will communicate frequently with regulatory operations staff as they are the primary users of the incident process. This position may be asked to participate in incident investigations depending on previous experience and training.
A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

An undergraduate degree or acceptable combination of education, training and experience related to the duties of the position.
Experience:
E1 Experience in conducting company or energy sector incident data collection, interpretation, analysis, trending (including but not limited to safety and environmental performance indicators) and reporting
E2 Experience with federal and/or provincial regulatory incident reporting requirements specific to the upstream, downstream and/or pipeline sector.
E3 Significant experience in one or more of the following areas: safety, environmental or pipeline integrity in energy sector demonstrating sound technical knowledge of hazards and risks associated with operational activities in upstream and pipeline sectors
For the purposes of this process, significant is defined as 5 or more years of experience.

Asset Qualifications

AQ2 Experience leading compliance and/or investigative response to major incidents (e.g. pipeline ruptures, blowouts, major spills, etc.).
AQ3 Advanced data and analysis skills demonstrated by advanced Excel skills or Spotfire or Tableu or other analytical software user skills; basic database understanding (Microsoft Access, SQL Server, Oracle, etc.)

1. The CER has a classification system that differs from the greater public service. This NEB-10 position is similar to a PC-04 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement

3. Assessment: You may be assessed using one or more of the following tools: your application, written examination, standardized tests, oral presentation, interview(s), role play scenarios, performance appraisals, reference checks and interactions with internal staff during the process and personal knowledge. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.
5. Salary: Effective 1 November 2017 NEB-10, $92,534 to $112,584 (subject to revision)
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
• The Collective Agreement between the CER and PIPSC expired on 31 October 2018. Please note that all provisions – including the allowances remain in place until a new agreement has been signed and implemented.
6. Terms of Employment: This position has been allocated to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.
