In a nutshell, as a programmer analyst at the Public Service Commission, you will design, develop, test, deploy, maintain and improve software. You will be encouraged to innovate and propose improvements to new and existing solutions and you will be responsible for promoting and adhering to the Agile and 12 Factor App methodologies. You will collaborate with other designers and developers and continuously learn.
You will work on things such as:
• participating in the development of the Government of Canada recruitment solution (www.canada.ca/government-jobs), including assessment tools
• writing Java code following the 12 Factor App methodology
• using TDD to write well-tested code
• fixing simple bugs and solving more complex problems
• implementing a software development PaaS proof of concept
• investigating the use of Open Source Software (OSS) to replace legacy solutions
• participating on the continuous improvement of the Agile SDLC
We are a small team looking for programmer analysts to join a group that uses the "Agile" approach to developing innovative software. We work for a small department with a big impact, where you will have the opportunity to further develop your skills.
The Public Service Commission (PSC) is located in a brand new building at 22 Eddy Street, in the heart of downtown Gatineau. Our location is easily accessible and is located near Terrasses de la Chaudière and just a few kilometers away from downtown Ottawa. Our facilities meet the new 2.0 office concept and include WI-FI throughout the building. Our employees also have access to showers, changing rooms and reserved spaces for bicycles, which is ideal for those wishing to travel to work by bike, or who would like to run or walk using the nearby bike paths. We also offer access to active workstations, which now enable our employees to work while walking on a treadmill or pedaling on a stationary bike, should they like.
The intent is to staff at least one position on an indeterminate basis but we anticipate staffing up to three (3) additional positions through this process.
A pool of qualified candidates may be established and may be used to staff similar positions on an indeterminate or term basis with various linguistic requirements/profiles and/or security requirements within the public service.

ED1: Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.
EX1: Significant* experience developing applications with one of the following programming languages: Java, C/C++, C#, Objective C, and Python
*Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately one year.
EX2: Experience with relational databases and Structured Query Language (SQL)
EX3: Experience working in one of the following fields: Web application development, mobile application development, micro-service development or cloud-based solution development
EX4: Experience in HTML/CSS and JavaScript
AED1: Graduation with a degree (bachelor or higher level) from a recognized post-secondary educational program with a specialization in computer science or similar technical field of study
AED2: Masters degree from a recognized post-secondary educational program with a specialization in computer science or similar technical field of study
AEX1: Experience designing solutions using Micro-services
AEX2: Experience designing solutions using Open source software
AEX3: Experience designing cloud-based solutions using a cloud platform such as AWS or Azure
AEX4: Experience with version control and automated build tools
AEX5: Experience writing unit tests
