Duties

Reporting to a Group Leader in the Pipeline Integrity Team of the Field Operations Business Unit, the Engineer will provide support on the Board’s regulatory oversight with respect to the authorization and operation of international power lines (IPL) and pipelines. The incumbent is expected to review complex applications for the construction and operation of IPLs; review electrical engineering aspects of the pipeline applications; carry out activities related to reliability matters of power systems in Canada and in the United States; participate in the planning and implementation of compliance verification activities; investigate incidents involving CER regulated facilities; maintain a current knowledge of relevant sections of the CSA standards applicable to electrical facilities, electrical power lines, pipeline integrity and NERC electricity reliability standards, the Board’s regulations and the CER Act; give presentations and write reports, briefing notes following assessments, investigations, inspections, audits. The Engineer will be expected to obtain Inspection Officer (IO) designation, conduct field inspections, audits, or site visits on a regular basis, which may be in remote areas.

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Graduation from a recognized university with a degree in electrical, mechanical, electronic or any related engineering field having background in electrical power systems and or other engineering specialty areas related to the position.

Experience:

E1 *Comprehensive - recent engineering experience working in electric power systems:
• Electrical transmission system
• Electrical Distribution system

E2 Recent experience working in a team environment or on project working groups.

* Comprehensive – technical involvement in all phases of the work at an intermediate level including scoping and detailed design, implementation, and operational and/or specialist expertise in key components of the work. Technical coach and resource to team members.

1. The CER has a classification system that differs from the greater public service. This NEB-09 position is similar to a EN-ENG-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: Effective (01/Nov/2017) NEB-09, $82,074 to $99,852 (subject to revision)

The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary may be paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance (which applies only to specified operational positions) applies to this position; the allowance is paid in two semi-annualized payments .
• The Collective Agreement between the CER and PIPSC expired on 31 October 2018. Please note that all provisions – including the allowances remain in place until a new agreement has been signed and implemented.

6. Terms of Employment: This position has been allocated and applies to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.

7. Proof of Education: Proof of education is required prior to appointment. If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards. Equivalencies granted by the Canadian provincial authorities with respect to Applied (Bachelor's) Degrees by colleges and technical institutes (i.e. in Ontario, British-Columbia, Alberta & Manitoba) must always be accepted as equivalent to Bachelor Degrees granted by universities in the provinces concerned.

8.
