Intent of the process

A pool of partially qualified candidates will be established through this process to staff identical or similar positions in the Labour Program and at Employment and Social Development Canada with various tenures, various linguistic requirements (English Essential, English or French Essential, Bilingual Imperative BBB/BBB, CCB/CCB and CBC/CBC), various security requirements (Enhanced and Secret), various conditions of employment.

Once a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a term or acting appointment, they will remain in the pool for future offers.

EDUCATION (All Streams)
Graduation with a Degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE (All Streams)
1- Significant* experience in leading the preparation and drafting of a variety of complex analytical documents (e.g. reports and briefing notes) and preparing presentations.
2- Significant* experience in providing strategic advice to senior management (Director level or above).
3- Significant* experience developing and maintaining relationships with internal or external stakeholders.

*Significant: Candidate has performed complex activities related to this task in a wide variety of situations.

ASSET CRITERIA

ALL STREAMS
A1- Master’s or PhD degree from a recognized post-secondary institution in a field related to the position.

STREAM 1: Senior Policy Analyst
AE1- Significant experience* in conducting research and analysis in support of the development OR implementation of policies, programs, legislation or regulations.
AE2- Experience in leading collaborative projects or working groups related to policy development and analysis, business planning, measurement activities, risk management, data governance, data management or reporting.
AE3- Significant *experience in providing presentations, speeches, briefing notes, or other briefing materials.
AE4- Significant* experience in preparing or managing the preparation of comprehensive documents such as: research reports, position papers, Memoranda to Cabinet, Treasury Board submissions, evaluation reports, briefing notes or presentation to senior management (director or above).

STREAM 2: Senior Research Advisor
AE5- Experience in leading research projects on complex labour, economic or social issues.
AE6- Experience conducting research projects or analysis using advanced quantitative methods and/or qualitative methods.
AE7- Experience in the development or use of forecasting models or survey techniques.

STREAM 3: Senior Data Analyst
AE8-Experience in leading preparation of a variety of complex written documents on one or more of the following topics: data governance, data strategy, data management and data analytics.
AE9-Experience in using, manipulating and extracting, maintaining OR analyzing large data sets or databases.
AE10- Experience in leading quantitative OR qualitative analysis of economic, labour or social issues.
AE11- Experience developing advice on data management and governance strategies, survey development, survey methodology, or components of data governance.

STREAM 4 : Senior Cost-Benefits Analyst
AE12- Significant* experience in leading the development of socio-economic research and analysis to support the development of low and significant impact cost-benefit analyses for regulatory initiatives.
AE13- Experience in researching, analyzing and synthesizing a large amount of qualitative and quantitative information from a variety of sources and preparing cost benefit reports.
AE14- Recent experience in working with central agencies in the development of cost-benefit analyses.
AE15- Recent experience in the implementation of the Treasury Board Secretariat’s Cabinet Directive on Regulation and the regulatory development process.

OTHER ASSET CRITERIA
AE16- Experience in using statistical software (for example: SAS, SPSS, or STATA).
AE17- Experience in leading a team or supervising employees.
AE18- Experience in contributing to whole-of-government or interdepartmental initiatives.

An interview, a test/exam and reference checks may be administered.

Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.

Candidates must meet the essential qualifications to be appointed to a position.
The essential qualifications that are listed in the statement of merit criteria are mandatory. A pass mark will be established for each. Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.

Top-down ranking can be used at any stage of the assessment process where only the top scoring candidates will be invited to the next stage of the assessment. Please note that different pass marks and cut-off scores can be used at various stages of the assessment process. Candidates who attain the pass mark might not be further considered in the process if they do not achieve the cut-off score.
