In your PSRS questionnaire responses, clarity, coherence, conciseness as well as appropriate attention to detail (spelling, grammar and relevance to the factor being substantiated) may be used to evaluate your ability to communicate effectively in writing.

Work environment

Health Canada is responsible for helping Canadians maintain and improve their health. The Department monitors health and safety risks and assesses the benefits of drugs, food, chemicals, pesticides, medical devices and certain consumer products. It also works to promote healthy lifestyles. The Department works in partnership with the provinces and territories and other stakeholders to renew the health care system and ensure its sustainability for the future. The Department provides advice and support to the Minister on departmental and portfolio issues.

Intent of the process

The intent is to staff one (1) PE-04 positions within the Executive Group Classification Centre of Expertise on an indeterminate basis at Health Canada (HC). A pool of qualified candidates may be established through this process to staff identical or similar positions within Health Canada with various tenures (indeterminate, acting, specified period, deployment, assignment, secondment).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Graduation with a degree from a recognized university with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.

NOTES:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition in the PE Occupational Group.

2. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

3. An acceptable combination of education, training, and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments or deployments where the manager has decided to use this alternative.

Degree equivalency

EXPERIENCE:
EXP1: Experience in providing strategic advice, guidance and recommendation to management on job evaluation issues in an operational environment.
EXP2: Experience in job evaluation using various standards including the Hay Plan and writing rationales.
EXP3: Significant* experience in job evaluation and organizational design.

* Significant is defined as having the depth and breadth of experience normally associated with the performance of the duties during a period of three years.
