Assessment accommodation

Screening questions have been built into the application process. Our intention is to communicate with candidates via email. Duties

- Coordinates and manages the human resources of the Fire and Fire and Emergency Response Services at one or more locations (including detachment units with military rank staff), develops platoon shift schedules, makes short term re-deployments to address leave, training and special projects, and coordinates communications between the platoons and specialists.

- Coordinates and oversees the creation and delivery of training programs, ensures the required educational standards are met, and that course contents are valid for all Fire and Emergency Response Unit staff and other CF/DND personnel.

- Coordinates the day-to-day delivery of emergency operations and services, and participates actively in response to select incidents. Assumes command and control until relieved by a higher authority

- Participates in the development of business plans and operational budgets.

- Conducts and/or reviews fire investigations and ensures corrective action is taken.

- Establishes and oversees maintenance and testing schedules for inspections of vehicles, fire suppression/detection systems, and water distribution systems, etc.

- Advises management and participates on technical committees on all matters pertaining to life safety, Fire and Emergency Response Services.

- Speaks and acts with the authority of the Chief as the designated 2IC during any absence of the Chief from duty, or from the office.

Intent of the process

The immediate intent of the process is to staff one (1) permanent position with bilingual language profile BBB/BBB.

A pool of fully qualified and partially qualified candidates may be established to staff similar positions within the Department of National Defence with various language profiles and tenures.

EDUCATION

• Diploma of Collegial Studies in fire safety, or
• Successful completion of the DND 6B Officer Level II course (Warrant Officer), or
• An acceptable combination of education, training and experience.

Degree equivalency

OCCUPATIONAL CERTIFICATION

Successful completion of courses accredited by the International Fire Service Accreditation Congress (IFSAC):
• NFPA 472 Hazardous Materials Technician
• NFPA 1001 Fire Fighter
• NFPA 1002 Driver/Operator
• NFPA 1021 Fire Officer Level II
• NFPA 1041 Fire Service Instructor Level I

NOTE: All certifications must have either a Pro-Board or International Fire Service Accreditation Congress (IFSAC) seal or both.

EXPERIENCE

1. Recent and significant experience* supervising fire department staff.

2. Recent and significant experience* in firefighting.

3. Recent and significant experience* in training and evaluating fire department staff.

* Recent and significant experience is normally defined as at least 5 years of continuous experience over the last seven (7) years of work.

- Ability to lead a team of more than 40 people specializing in firefighting, emergency measures and fire prevention, with these team members spread out over several sites.

1. Experience in delivering fire protection, prevention and rescue activities in support of airport/airfield operations.

2. Experience in conflict management and harassment, or related training.

Conditions of employment

2. Must have a valid provincial driver’s licence for the use of a fire department vehicle.
3. Must be able to obtain and retain a Department of National Defence driver’s licence (DND 404).
4. Must meet the medical requirements of Health Canada in accordance with Treasury Board Guidelines.
5. Must attend applicable trade training courses as selected and scheduled by the employer inside or outside the posting area.
6. The applicant must reside within a specific maximum distance from the workplace (75 km).
