Duties

COI 10
Inspects construction and maintenance projects carried out by private sector contractors to assess quality of work and ensure compliance with contract specifications, terms and conditions.

Reviews and edits a variety of documents such as contract specifications, blueprints, business and technical plans and cost estimates and prepares contract call-up proposals.

Participates in contract planning, costing and budgeting and prepares progress reports on work performed.

Conducts tender meetings with contractors to ensure that all components of work requirements are well understood.
Discusses and defines construction and maintenance project requirements with management and/or client and establishes priorities and timelines.

Supervises Staff
Coordinates and raises a variety of contracts (i.e. Standing Offer Agreement (SOA), Local Purchase Orders (LPO), etc.) to implement maintenance , services, renovations and minor new construction.
Provided inspection on maintenance, construction, service contracts, certifies completion of work and authorizes payment.
Reviews contractual requirements of client to ensure legislative agreements are appropriate and trouble shoots contract disputes on their behalf.

Work environment

The Department of National Defence (DND) and the Canadian Armed Forces (CAF) work together to fulfill the Government of Canada’s mission to defend Canadian interests and values, and to contribute to international peace and security. DND is the largest federal government department in Canada and is part of the Public Service of Canada. Internally, DND and the CAF are collectively termed the Defence Team and civilians make up close to 25 per cent of the organization. As public servants and members of the Defence Team, civilians work side-by-side with CAF personnel for the defence of Canada and Canada’s contribution to international security and stability efforts.

Intent of the process

There is an immediate need to staff two (2) permanent positions (GL-COI-10 & 11) in Winnipeg (Manitoba)

A pool of qualified candidates may be established and may be used to staff similar positions, with varying tenures in various locations.

EDUCATION – OCCUPATIONNAL CERTIFICATION

E1. Possession of a Technologist Diploma with acceptable specialization in the electrical, mechanical, civil or structural field;

OR
Possession of a valid Inter-provincial Journeyman Certificate in one of the construction trades;

OR
Acceptable combination of education, training and/or experience with infrastructure and Real Property Management

EXPERIENCE

FOR ALL POSITIONS
EX1. Experience* in the implementation, inspection and final approval of work performed by contractors.

EX2. Experience in working with computer software and in using Micosoft Office Suite of programs

Read and understand drawings / sketches / contract specifications.

Accurately estimate costs for multi-discipline projects.

Accurate completion of contracts-related administration, including but not limited to: creation of contracts and completion of security requirements checklists.

Liaise with other government departments and stakeholders (both internal and external).

Able to supervise a staff of up to 10 personnel, including completion of management-related administration, and prioritization and assignment of work.
