Transport Canada’s Aircraft Services Directorate (ASD) is committed to safe and effective flight operations and is seeking an Operational Quality Assurance Officer (OQAO) to join the Operational Quality Assurance Team. ASD is specifically seeking an individual who is passionate and committed to professionalism and continuous improvement, and driven by proactive and meaningful work aimed at making a real difference in the safety and effectiveness of flight operations.

The OQAO serves as an instrumental member of a small and dynamic OQA Team who will receive the appropriate specialized training to complete his/her duties. The OQAO is a unique position in that it encompasses exposure to various types of flight operations, involves interacting with various stakeholders in both an office as well, occasionally, on site at various locations across the country.

Given the small size of the OQA Team, there is professional growth opportunity for the OQAO. This potentially includes auditing exposure, providing OQA awareness training, and exposure to leading edge technologies such as the latest Flight Data Monitoring systems.

Duties

•Manages OQA related data and documents including record keeping and the tracking of due dates for various OQA related deliverables
•Assists in the development and updating of OQA documents including audit inspection checklists
•Assists in the development and provision of OQA awareness training
•Assists in the preparation of OQA related briefings/presentations for upper management
•Assists in the preparation and tracking of travel and training budgets

Intent of the process

The intent is to create a pool of prequalified candidates that will be used to staff similar positions at Transport Canada within the National Capital Region.

Education :
ED1: A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
EX1: Experience with advanced* functions of computer applications including Microsoft Word, PowerPoint, Excel, Outlook, and Adobe Acrobat.
*Examples include but are not limited to:
1. Microsoft Word: Inserting automatically changing Date, Time and Page numbers, using Section Breaks to apply different formatting, setting up a Document Map, creating Tables, Pie Charts, Graphs, etc.
2. PowerPoint: Slide Master and customizing Themes, adding videos, inserting tables charts and graphs, creating Custom Animations.
3. Excel: Lookup Function, Input Restrictions, Drop Down Menus, Hyperlink Function, IF and OR Functions, Filter Function, Named Ranges, Data Validation, Sorting Function, Creating Mixed or Combination Type Charts.
4. Outlook: Using outlook with multiple email accounts and calendars, creating calendar events and sending and updating meeting invitations, task management, creating custom rules for managing emails.
5. Adobe: Searching PDF documents, creating Fillable Forms, creating a Table of Contents, converting presentations into PDF.

EX2: Experience working in the Quality Assurance field or significant Quality Assurance training from an accredited training organization such as the Canadian Council for Aviation and Aerospace or BTA Plus, which resulted in some form of Quality Assurance certification being awarded, for example, Certified Quality System Auditor, ISO 9001 Auditor Certification.

Asset education:

AED1: Any Quality Assurance related training and/or certification e.g. CCAA Quality Systems Auditor course, ISO 9001.

Degree equivalency

Asset experience:

AEX1: Recent* experience with flight operations in the aviation industry.
*Recent is defined as within the last 5 years

AEX2: Experience interpreting and working with Canadian Aviation Regulations including an understanding of format and application, and interpretation.

AEX3: Experience conducting audits.

AEX4: Experience giving presentations e.g. delivering formal training.

AEX5: Experience managing budgets.

AEX6: Experience in the use of electronic file management systems such as RDIMS.

AEX7: Experience in data entry and generating reports in an information management system.

AEX8: Experience working with Flight Data Monitoring systems.

AEX9: Experience working with an Aerospace Quality Assurance Program or Safety Management System.
