Intent of the process

This process will be used to establish a pool of qualified candidates.

The immediate need is to staff one (1) position for three (3) years as part of a sunset-funded program.*

*Periods of term employment where the source of funding for salary dollars is from external sources and for a limited duration (sunset funding) shall not count as part of the cumulative working period for indeterminate appointment pursuant to the Treasury Board Secretariat Term Employment Policy (https://www.tbs-sct.gc.ca/pol/doc-eng.aspx?id=12584).

It may also be used to staff similar positions with various tenures (Deployment, Assignment, Secondment, Acting, Term or Indeterminate) within Indigenous Services Canada (ISC) and Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in different locations with various language profiles and requirements (bilingual imperative BBB/BBB or CBC/CBC or English Essential) and various security requirements (reliability or secret).

EDUCATION:

A degree from a recognized post-secondary institution OR an acceptable combination of education, training and/or experience defined as secondary school diploma with five (5) years of experience in a field directly related to the position (such as economic development, land development, real estate development).

Degree equivalency

EXPERIENCE:

Significant* and recent** experience in reviewing and assessing complex proposals such as business or procurement plans or economic development proposals.

Significant* and recent** experience in providing economic and/or business advice to stakeholders and or other government organizations.

Significant* and recent** experience in providing advice and recommendations to senior management (such as directors and above) through correspondence, briefings and/or reports.

DEFINITIONS :

*Significant experience is understood to mean the depth and breadth of experience normally associated with having performed a broad range of various, complex related activities which are normally acquired over a minimum full-time period of (2) years. The amount, the complexity and the diversity of activities, as well as the autonomy level will be taken into consideration.

**Recent experience is defined as experience acquired within the last (5) years.

Knowledge of the Government of Canada’s priorities addressing Indigenous issues, including how the Government of Canada is working to advance reconciliation and renew a nation-to-nation relationship with Indigenous peoples, based on recognition of rights, respect, cooperation and partnership.

Knowledge to assess business Indigenous participation in procurement planning and/or economic development proposals.

Knowledge of Indigenous Services Canada/ Crown-Indigenous Relations and Northern Affairs Canada’s economic development programs supporting Indigenous organizations, communities and businesses.

EDUCATION:

Possession of a Master's degree from a recognized post-secondary educational institution with a specialization in Business Administration (MBA) or another area related to the position.

EXPERIENCE:

Experience in engaging stakeholders on advancing Indigenous interest in emerging economic/procurement /business development opportunities.

Experience working with Indigenous communities, businesses and economic development organizations to implement economic development programs.

ASSESSMENT

Candidates must meet all the essential qualifications to be appointed to a position.

You may be assessed using a variety of assessment tools, such as, but not limited to: standardized tests, written exams, interviews, simulation exercises, reference checks, recent and past performance evaluations, self-assessments, candidate achievement record, etc. Some assessment tools may be administered electronically, others, in-person. Assessments may be conducted at the Department of Indigenous Services Canada (ISC) Manitoba Regional Office in Winnipeg and may require candidates to travel to the assessment location. Candidates will be required to pay for their own travel expenses when invited for assessment.

Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.

You must provide ORIGINAL proof of your education credentials. If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards. For more information please click on “Degree Equivalency” in the Education section above.

Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down at any stage of the process.
