Under the direction of senior project management, and in a multi-disciplinary team environment, assist with the planning and implementation of real property projects within the Parliamentary Precinct, and for projects for Canada’s scientific infrastructure, including labs and research facilities. Based in the National Capital Region, work on a variety of activities ranging from the pre-design to the post construction and occupancy stages of projects, including:
-Analysis of client’s project requirements;
-Procurement and execution of various site studies by subject matter experts including: building condition reports, heritage studies, geotechnical and environmental reports, etc.
-Implementation of quality assurance reviews during all phases of service delivery to ensure objectives of time, cost and quality are being met.
-Compilation of data for the preparation of budgets, forecasts and monitoring of expenditures.
-Human resources responsibilities, potentially managing file specific project teams, or having staff as direct reports.

We are looking for architectural and engineering professionals interested in gaining unique expertise helping us overcome the real estate challenges of the 21st-century.
Gain rare project management knowledge and expertise by working on stimulating high profile and long-term infrastructure projects. SPI Branch’s role includes:
- the development and maintenance of a modern scientific infrastructure that fosters collaboration, and protects the safety, security and health of Canadians
- delivering on the Parliamentary Precinct’s requirements, protecting our national heritage while modernizing the precinct’s buildings while improving sustainability, accessibility and security.
A pool of partially qualified candidates will be established through this process to staff Project Manager Level 1 and Level 2 positions within the Department of Public Services and Procurement Canada.
Acting opportunities may be offered to internal employees who qualify in the pool.
Positions to be filled: Number to be determined
EDUCATION (Applies to both streams)
ENG: Graduation with a degree* from a recognized post-secondary institution in mechanical engineering, civil engineering, electrical engineering, or some other engineering specialty relevant to the duties of the position.
AR: Graduation with a degree* in architecture from a recognized post-secondary institution OR Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in landscape architecture or in urban planning, community planning or some other specialty relevant to landscape architect and town planner positions.
*Degree: A baccalaureate or higher level degree, as established by educational authorities.
EXPERIENCE
Stream 1 (ENG-03, AR-04)
1. Recent experience** preparing, reviewing or coordinating real property project documents (such as design or tender drawings, specifications, functional programs, feasibility studies, requests for proposals, and statements of work); and/or contract administration (such as experience with construction contract amendments, Site Instructions, Change Notices, Change Orders, Requests for Information, invoicing, experience with Progress Draws).
2. Recent experience** coordinating the work developed by multi-disciplinary consultants and/or by construction contractors.

**Recent experience implies at least three (3) years of experience within the last five (5) years.
Stream 2 (ENG-04, AR-05)
1. Recent experience** managing*** real property projects or programs, including elements such as: schedules, budgets, scope requirements, multi-disciplinary consultants, construction contractors, team resources.
2. Recent experience** managing*** real property procurement processes (such as requests for proposal, terms of reference, contract amendments), and/or contract administration.
3. Recent experience** managing***, preparing, or reviewing documents, such as design or tender drawings, specifications, functional programs, and feasibility studies.
4. Recent experience** providing strategic advice and recommendations to senior management, clients, and/or stakeholders.
Definitions for Stream 2:
**Recent experience implies at least five (5) years of experience within the last eight (8) years.
***Managing implies direct responsibility.
ASSET - EDUCATION
1. Project Management Professional (PMP) certification and/or Leadership in Energy and Environmental Design (LEED) certification.
2. Eligibility for membership, or membership, with a provincial association granting professional license.
3. Other project management training or certification.
ASSET - EXPERIENCE
Experience working on complex**** real property projects including a minimum of one of the following project types: scientific infrastructure; commercial, industrial, institutional facilities (e.g. academic, medical, etc.); high security (e.g. government facility with security considerations, project with security clearances, etc.).
****Complex implies three (3) or more of the following characteristics: large number of stakeholders, important heritage component, interrelated dependencies with other projects or programs, alternative form of delivery, sustainable design, and approvals required from central authorities (such as Treasury Board or a Board of Director or equivalent approval bodies in the private sector).
