The Contracts Officer will join a team dedicated to providing first and second level contracting and procurement support to Maritime Forces Atlantic (MARLANT) and Canadian Forces Base (CFB) Halifax through Base Logistics, the largest logistics unit in Canada.
The Procurement Division’s key services include, but are not limited to: arranging contracts for a variety of goods and services between $5,000 and $25,000; supporting procurement requirements over $25,000 through work with Public Services and Procurement Canada; and establishing Standing Offer (SO) agreements and Supply Arrangements (SA).
Contracts cover a wide variety of customer requirements, such as:
Operational service requirements
Professional services
Training courses, seminars and conferences
Security services
Harassment investigation
Solid waste collection
Hazardous waste disposal
Pest control
Accommodations
Facility rentals
Memberships
A sample of activities within the position may include, but are not limited to:
Research information and instructions regarding procurement;
Enter, modify, and maintain data in various systems;
Maintain official departmental records for financial and contracting documents;
Complete financial and transactional activities within the delegated authority;
Help maintain financial accounts;
Coordinate with colleagues, working in a team environment; and so on.
The work is performed in an open office environment where frequent interruptions and exposure to background noise may occur. The majority of work is performed while at a desk in front of a computer; however, some work may require visits to clients, test sites, warehouses, etc. and may involve exposure to adverse environmental conditions. This work may also involve dealing with frustrated stakeholders.
The intent of this process is to fill 4 indeterminate vacancies in Halifax immediately. A pool of persons will be created and may be used to staff similar vacancies in the future.

EDUCATION:
Successful completion of two years post-secondary education or an employer-approved alternative*
*An employer approved alternative is normally seen as successful completion of secondary school and three years’ work experience in a client service capacity
EXPERIENCE:
Recent* experience providing client services
Recent* experience working with Microsoft Outlook, Microsoft Word, and Microsoft Excel
Recent* experience creating and maintaining files and records
Recent* experience providing support services in an office environment
*Recent is defined 2 years’ experience in the last 5 years.
