The salary range for this position is: $90,079 to $114,002 plus applicable northern allowances, as well as vacation travel assistance. Rates and conditions are subject to change.

Duties

The Senior Project Manager’s position leads a small team in the Yellowknife, Whitehorse or Iqaluit office and works closely with other federal departments, territorial governments, assessment and regulatory boards, Indigenous governments and organizations and industry to ensure the effective and timely execution of the environmental assessment and regulatory processes for major resource development and infrastructure projects in the Northwest Territories, Nunavut and Yukon.

This position is part of the Northern Projects Management Office (NPMO) of CanNor reporting to the Director General and focuses on three main mandate areas:

Project Coordination - Coordination of the federal effort related to the northern and environmental regulatory review processes in all three territories and tracking progress of resource development and infrastructure projects.

Consultation Coordination - Coordination and ensuring adequacy of Crown consultation with Indigenous communities related to the environmental assessment and regulatory processes.

Pathfinding and Advocacy - Providing advice and issues management among, federal and territorial governments, Indigenous governments and organizations, industry, regulatory and review boards, investors and communities.

Work environment

Established in August 2009, the Canadian Northern Economic Development Agency (CanNor) is the only federal department with an exclusive mandate for the North. The headquarters of CanNor are located in Iqaluit, Nunavut. CanNor also has regional offices in Yukon and the Northwest Territories, and a liaison office in Ottawa.

CanNor's vision is to develop a strong, diversified, sustainable and dynamic economy for Northerners and Indigenous people, communities and businesses across Canada's three Territories. As the smallest of the Government of Canada’s six regional development agencies (less than 100 staff in total), CanNor provides a unique opportunity for individuals looking to be part of a small but dynamic organization.

Intent of the process

Immediate intent: The immediate intent is to staff two (2) full-time temporary positions for a one (1) year period.

A pool of qualified candidates resulting from this process may be used to fill similar positions in Yellowknife, Whitehorse or Iqaluit with various tenures.

Individuals interested in the position(s) that may be staffed in Iqaluit, applicants will be considered in the following order:

(1) Those who identify themselves as Inuit enrolled under the Nunavut Agreement (e.g. Beneficiaries of the Nunavut Land Claims Agreement);

(2) If there are no qualified Inuit enrolled under the Nunavut Agreement, persons residing in Canada and Canadian citizens residing abroad will be considered for the position.

In the event that an employee of the public service is qualified through this process, he/she may be considered for acting, deployment, assignment or secondment opportunities.

Education:

ED: Graduation with a degree from a recognized post-secondary institution and/or an acceptable combination of education, training and/or work experience.

Acceptable combination is defined as having a secondary school diploma with experience in:

. Providing advice to senior management related to resource development of regional infrastructure projects.
. Project Management - especially in the resource development project sector.
. Leading or participating in board based technical working groups.
. Working in multi-disciplinary teams.

Degree equivalency

Experience:

E1: *Significant experience in providing written advice to senior ** officials through correspondence, briefings and reports.

E2: *Significant experience in managing the development, implementation and evaluation of government programs or project frameworks involving multiple stakeholders.

E3: *Significant experience in participating in the review of major resource development projects related to provincial/territorial or federal review and approval processes.

*Significant is defined as the depth and breadth of experience normally associated with full-time performance of duties for a minimum period of two (2)years.
(**): Senior official is defined as Director level and above.

E4: Experience in building and maintaining partner/stakeholder networks.

E5: Experience working in multidisciplinary teams.

E6: Experience in managing human and financial resources.
