The Canada Energy Regulator (CER) works to keep energy moving safely across the country. We review energy development projects and share energy information, all while enforcing some of the strictest safety and environmental standards in the world. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the CER has approximately 500 employees.

Duties

Reporting to the Executive Vice President, Regulatory, the Professional Leader (PL), Environment provides professional leadership to CER in their area of expertise including review and assessment of facility applications, operational environmental compliance, and environmental science matters as they relate to the Canada Energy Regulator Act (CERA) and the Canada Oil and Gas Operations Act; and development of regulations and standards applicable to environmental regulation of federal energy infrastructure. This involves providing senior level advice on key and complex technical and policy matters in the area of environmental regulation.
The PL Environment speaks for the CER on environmental matters and represents the CER externally to all relevant stakeholders, the media, parliamentary committees and professional associations.

The PL provides expertise and advice and works collaboratively with other federal departments in the development of processes, guidance, reviews, etc. for federal impact assessments including regional assessments that may impact the CER.

The PL Environment ensures that the staff organization is fully supported in producing science-based regulatory advice and products and that the CER complies with the highest scientific principles in its regulatory work. The PL Environment will:

• act as a visible champion of science, research, Indigenous knowledge, and the role of evidence, as a recognized expert and researcher in environmental sciences;
• provide scientific advice to help the CER address complex environmental challenges and opportunities facing Canada; and
• promote and help build the CER’s environment related to scientific excellence through partnerships with universities and other credible scientific and research based institutions and organizations.

The PL advises the Executive Vice President and Vice Presidents on staffing and development actions that must be taken to ensure that the CER has a full complement of environmental, socio-economic, and lands expertise at all times. The PL is actively involved in the recruitment and staffing of new employees and in the design and implementation of professional development programs that enable sustained technical excellence. The role involves promoting a learning environment with a community of about 70 professionals, including oversight of various communities of practice, ensuring methods of capturing and sharing new learnings throughout the larger community, and aligning this learning with the needs of the CER.

Intent of the process

A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

Education: Graduate degree in an environmental science (e.g., Botany, Environmental Studies, Zoology), or a related discipline, from a recognized Canadian Institution.

Degree equivalency

Experience:

1. Extensive experience shaping and leading impact assessments of energy facilities.
2. Extensive experience negotiating, creating partnerships, resolving complex issues and liaising with federal government, provinces and territories, and Indigenous peoples and governments on strategic environmental and energy related matters.
3. Recent experience coaching and mentoring technical, scientific, or regulatory specialists.
4. Extensive experience in presenting scientific analysis and strategic advice and recommendations to senior executives.
5. Extensive experience in communicating on technical and scientific analysis both orally and in writing in a variety of settings including public, parliamentary, media, executives, etc.

Note: For the purposes of this process, extensive means substantively more progressive and complex leadership responsibilities.

The PL Environment must have a general understanding of environmental and socio-economic impact assessment, compliance verification principles and techniques, audit principles, field logistics, as well as Indigenous and landowner rights and interests, and public engagement and participation in the regulatory process.

Shape is defined as recognized as an expert. Shapes direction of the Canada Energy Regulator (CER) with regards to the competency.

Asset Qualifications

AQ1 Specialized scientific expertise obtained through a Ph.D. related to environmental sciences, including practical field experience and publication of research in the peer-reviewed scientific literature.
AQ2 Significant experience in development of federal, provincial or territorial regulations, or in providing regulatory policy advice.
AQ3 Significant experience in engagement and issue resolution with a variety of interests and stakeholders on complex projects or issues requiring collaborative approaches.

1. The Canada Energy Regulator has a classification system that differs from the greater public service. This NEB-14 position is similar to a EX-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. 4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: Effective 1 July 2017 NEB-14, $136,500 to $170,600 (subject to revision)
The Canada Energy Regulator has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• Members of the Executive Group are currently eligible to receive a lump sum performance award as a percentage of base salary and may also be eligible to receive an annual retention bonus.
