Duties

The position is supported by the Corporate OHS office both in person and in a virtual environment. Under the auspices of Corporate OHS, as an Occupational Health and Safety Advisor, duties include:

- Identifies and analyzes the short and long-term occupational health and safety (OHS) program needs of the region, and develops and recommends strategies and initiatives to address them.
- Facilitates and guides the implementation of corporate OHS plans, policies, systems and procedures as well as the application of the OHS regulatory requirements to TC area operations activities.
- Monitors, evaluates and reports on the level of client compliance with federal, provincial and municipal OHS acts, regulations, codes and standards.
- Plans, organizes, supports and/or leads the conduct of OHS investigations and inspections.
- Designs, develops and delivers OHS communications plans and information, training and awareness sessions at the regional level.
- Participates as a member of OHS multi-jurisdictional project teams.
- Develops and maintains interactive and consultative relationships with a variety of OHS program partners and stakeholders.

Intent of the process

We currently have a temporary need for one year however there could be a possibility of being permenant. This process could also be used to create a pool of qualified candidates for similar positions with various tenures (temporary, permanent), at Transport Canada, Quebec Region. Should the selected candidate already be a public servant, the pool could also be used for acting appointments, secondments or assignments.

EDUCATION :
• A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE :
• Recent and significant experience* providing OHS advice, guidance and recommendations to stakeholders and workplace OHS committees or OHS representatives in the ongoing implementation of an OHS program in accordance with appropriate legislation.
• Recent and significant experience* managing activities related to an OHS program.

* “Recent and significant experience” means the depth and breadth of experience normally acquired over approximately one (1) year within the last five (5) years.

• Knowledge of the Canada Labour Code, Part II, Canada Occupational Safety Health Regulations, legislative framework, policies, and processes related to OHS.
• Knowledge of the principles in prevention and resolution of common risks, challenges, and issues associated with OHS in an operational setting.
• Knowledge of the roles and responsibilities of the employer, employees, and local work place and policy OHS committees in effectively supporting the delivery of an OHS program.
• Knowledge of principles of accident investigation and inspection procedures.

ABILITIES :
• Ability to communicate effectively orally.
• Ability to communicate effectively in writing.
• Ability to analyze and make recommendations to management.

EDUCATION :
• Successful completion of an acceptable post-secondary educational program in a field related to OHS.

Degree equivalency

OCCUPATIONAL CERTIFICATION :
• Professional designation in OHS (for example: Canadian Registered Safety Professional).

EXPERIENCE :
• Experience conducting workplace health and safety investigations and inspections.
• Experience working with union representatives.
• Experience delivering orientation, awareness, or training sessions to groups of various sizes.
• Experience participating in the development of OHS policies, directives, guidelines or procedures.

OPERATIONAL REQUIREMENT :
• The conduct of investigations and audits may require climbing ladders, entering confined spaces, boarding ships and flying in aircraft. There may be a requirement to wear a variety of personal protective equipment (sometimes heavy and cumbersome), such as respirators, PFD, hearing protection, safety lines and harnesses.
• There is a requirement to stand for extended periods when conducting site inspections, and delivering briefings, information or training sessions.
• Willing and able to work overtime with short notice.
• Occasional travel may be required.
