The Digital Services Directorate (DSD) supports Canadians by providing easy, fast and convenient access to information and services online, as well as through phone operations (such as the 1 800 O-Canada service). The digital teams in DSD include:

• Principal Publisher: operates the Canada.ca website, as well as various Government of Canada (GC) hosted solutions such as search, social media account management, and web analytics;

• Secure Digital Solutions: operates the My Service Canada Account and My Service Canada Business Account; and,

• Portfolio Web: manages the internet and intranet for all of ESDC, Service Canada, and the Labour Program.

Intent of the process

The immediate need is to staff an indeterminate position (from Stream 2) within the Principal Publisher team located in Gatineau. A partially assessed pool of qualified candidates will be established for both Streams and may be used to staff similar bilingual positions of various tenures within Employment and Social Development Canada and various Federal Government Departments.

Note: It should be noted that the following types of temporary staffing could also be used for Public Servant employees: acting, assignment, secondment, deployment.

Stream 1: Special Project Manager

Manages a team of subject matter experts that may include web analytics, social media, information architecture, business analysis, and/or project management. Works collaboratively with multi-disciplinary teams, clients, partners, and stakeholders. Establishes and implements strategic plans to further the digital vision and goals of ESDC and the Government of Canada. This position is ideal for someone who enjoys working in a fast-paced environment that promotes innovation and change.

Stream 2: Team Leader

Manages a team of subject matter experts who program, configure, and develop technical solutions to support digital service delivery to the public. Works collaboratively with other teams (such as business analysts), clients, partners, and stakeholders. Establishes and implements technical strategies and plans to enhance digital service delivery. This position is ideal for someone who enjoys working in a fast-paced environment and is passionate about new technology.

EXPERIENCE (APPLICABLE TO ALL POSITIONS)

Recent (1*) experience in managing people that includes assigning of work, evaluating performance and addressing performance issues.

Significant (2*) experience in managing effective and collaborative working relationships with partners, stakeholders or clients.

Experience in providing strategic advice and recommendations to senior management (Director or above) on complex (3*) issues related to the management of digital platforms and/or digital services.

Significant (2*) experience in leading and/or contributing to the management or deployment of services to clients.

1* - “Recent” is defined as experience gained within the past three (3) years.
2* - “Significant” is defined as the depth and breadth of experience associated with the performance of a broad range of activities for at least two (2) years.
3* - Complex issues are issues with at least two of the following characteristics: multidimensional, sensitive, affecting many partners or stakeholders, precedent setting or having a major impact on client service, or having a potential for significant media coverage.
