Duties

The position is located in the Planning, Integration and Management Services Directorate, under the Corporate Services Branch at Health Canada. Under the shared agreement between Health Canada and the Public Health Agency of Canada, you will work in collaboration with senior executives from both organizations.

In the role of a Policy Analyst or a Program Analyst you will participate in a branch-wide strategic, operational and functional planning, including integrated corporate risk management and coordinating branch contribution to corporate reports, such as departmental plans and departmental reports on results.

You would participate in developing the branch resource management strategy linked to the strategic and operational plans. This would include determining funding requirements given financial pressures, and providing costing advice to senior management.

Finally, you would participate in developing the strategies, plans and reports related to the Management Accountability Framework, service standards and service levels, and management responses to audits and evaluations plans.

Intent of the process

We have an immediate need to staff two (2) positions for an indeterminate period.

A pool of qualified or partially qualified candidates may be established and may be used to staff similar positions with various tenures (determinate, indeterminate), various linguistic requirements, various security requirements and for various locations within Health Canada, the Public Health Agency of Canada and other participating departments. Should the selected candidate already be a public servant, the pool could also be used for acting appointments or deployments.

Education:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note:
Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:

EXP1 - Experience in gathering and analyzing data from a variety of sources that is related to business, operational, or policy planning and for the purpose of decision-making.
EXP2 - Experience in preparing analytical reports, briefing materials*, presentations or summaries.
EXP3 - Experience in liaising and coordinating with clients or stakeholders.
EXP4 - Experience in providing strategic or policy advice and recommendations to supervisors or managers.

* Briefing materials refers to, but is not limited to speaking notes, dashboards, briefing notes or ministerial correspondence.

Asset Experience:

AEXP1- Experience in the development and preparation of organizational plans and reports such as annual or strategic plans and reports, Departmental Plan, Departmental Results Report, dashboards, frameworks, Management Accountability Framework.
AEXP2- Experience in participating in working groups or project teams.
AEXP3- Experience in financial analysis, resource management and financial reporting.
AEXP4- Experience using advanced functions in Excel or PowerPoint to create graphics, tables and charts.
