Intent of the process

A pool of candidates MAY be created and MAY be used to make indeterminate appointments at the EX-02 group and level to staff current and future Fisheries and Oceans Canada and Canadian Coast Guard positions across Canada. All federal organizations listed in Schedules I, IV and V of the Financial Administration Act (FAA) may use this staffing process to appoint a candidate to its organization in a similar position if a pool is created.

EDUCATION:

Graduation with a degree from a recognized post-secondary institution

Degree equivalency

EXPERIENCE:

Significant** experience in leading natural resource management or environmental management programs

Significant** experience in negotiating and managing contribution agreements

Recent* experience in providing strategic policy advice to senior officials

Experience in establishing and maintaining partnerships with other federal department senior officials, other levels of government, Indigenous groups, and various stakeholders such as private or non-governmental organizations

Experience in human and financial resources management***

Notes:
*Recent experience is understood to mean experience acquired within the last two (2) years

**Significant experience is understood to mean the depth and breadth of the experience normally acquired by performing a broad range of various, complex related activities over a minimum period of 2 years.

*** For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed complex and sensitive labor relations issues, managed and assessed performance developed and implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.

*** For financial management applicants must show evidence of managing, allocating and being accountable for a budget. This experience is defined as being responsible for sound financial planning, forecasting and reporting. Applicants must also indicate the size of the budget they managed directly.

Experience in marine or land use planning within a natural resource management setting

Experience in managing governance processes with various stakeholders, including Indigenous groups, provinces and territories

Experience in negotiating and managing contribution agreements with Indigenous groups
