Conducts domestic and foreign verifications of importers, exporters, carriers, and service providers to determine the degree of compliance with Canada's international trade, customs-administered legislation and related regulations, programs, policies and OGD requirements and the eligibility for special incentive and duty relief programs.
Issues decisions, rulings and assessments to clients to ensure legislative and regulatory compliance. Monitors compliance with these decisions and determines appropriate action when non-compliance is encountered. Assesses appropriate sanctions under the Administrative Monetary Penalty System (AMPS).
Initiates, plans, organizes and coordinates domestic as well as foreign verification reviews. Coordinates the activities of verification processes and serves as primary liaison between management, clients, and stakeholders.
Coordinates, develops and delivers educational seminars and information sessions in both a proactive an reactive environment to explain, promote, and market customs and trade programs and incentives, policies, legislative and regulatory requirements.
Responds to internal public enquiries and provides single-window client service. Grants/recommends the approval or revocation of a client's authorization to participate in various facilitative and self-assessment programs.
The Canada Border Services Agency (CBSA) is the first point of entry for travelers and goods arriving to Canada. We are, in effect, the face of Canada. The CBSA was established in December 2003. Its creation integrated border functions related to customs, immigration, enforcement, and food, plant, and animal inspection. Today, we are the second-largest law enforcement organization in the country.

We support both national security and economic prosperity by preventing the entry of those travelers or goods posing a potential threat to Canada while at the same time facilitating the flow of people and legitimate goods across the borders.

The intent of this appointment process is to staff this (FB-04) Senior Officer Trade Compliance position at the Canada Border Services Agency (CBSA) throughout Ontario in Hamilton, London, Mississauga, Scarborough, Toronto and Windsor with various language requirements.
A pool of qualified candidates may be established to staff similar (FB-04) positions within the Greater Toronto Area Region (GTAR) at the CBSA, for example, the Senior Trusted Trader Officer position in various locations across Canada.

ESSENTIAL EDUCATION:
• A secondary school diploma or *employer-approved alternatives.
*The employer-approved alternatives to a secondary school diploma are a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma or an acceptable combination of education, training and/or experience.
NOTE 1: Candidates who meet any of the circumstances (a, b or c) listed below will be accepted as meeting the secondary school diploma requirement for the FB Group only:
a. Those who were converted on an indeterminate basis to a Border Services (FB) position; or
b. Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position and have already attained a satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
c. Those who were appointed or deployed on an indeterminate basis to a Border Services (FB) position using an acceptable combination of education, training and/or experience.

ESSENTIAL EXPERIENCE:
EX1. *Recent and **significant experience in decision-making involving research, analysis, interpretation, and evaluation of information from multiple sources to assess compliance with Canadian legislation and program requirements.
AND
EX2. *Recent and **significant experience providing advice and guidance on complex issues to internal and external stakeholders.
AND
EX3. *Recent experience and proficient use of Microsoft Office Suite applications including Word, Excel, PowerPoint and Outlook, or other similar office productivity software.
Notes:
*Recent experience is defined as experience normally acquired within the last five (5) years.
**Significant experience is normally defined as a minimum of three (3) continuous years as well as type (range, scope, complexity and impact) of work handled related to the experience criteria.
Student experience (for example through the Federal Student Work Experience Program {FSWEP}) will be counted toward the screening requirements.

ASSET EDUCATION:
AEdu1. Successful completion of a post-secondary degree or diploma from a recognized post-secondary institution with an acceptable specialization in border services / customs border services, business administration, commerce, economics, international trade, or international relations.
AEdu2. Successful completion of introductory financial accounting and intermediate financial reporting courses. AEdu3. Successful completion of the Certified Trade Compliance Specialist (CTCS) designation program through the Canadian Society of Customs Brokers.

AEx2. Experience in providing technical advice and critical input and/or analysis on the application or enforcement of legislation as it relates to the international movement of goods.
AEx3. Experience in the interpretation and enforcement of the Customs Act as it relates to commercial importations into Canada.
AEx4. Experience in the collection or analysis of information on trends or initiatives in order to generate statistics, reports, briefing notes or presentations.
AEx5. Experience analyzing and evaluating company systems, books and records, data, audit trails and internal controls to make recommendations.
AEx6. Experience analyzing and evaluating intelligence data from multiple sources to perform complex risk assessments and make recommendations.
