Assessment accommodation

We are accepting applications until July 1st, 2021 to create an inventory of qualified candidates.

Should the inventory be extended, the retest period for re-assessment within the context of this selection process is 180 calendar days from the date of elimination at either the prescreening, the written exam, interview, or reference stage of the process. If, after having been eliminated, you resubmit an application to this process, before the retest period has elapsed, your application will not be considered.

HOW TO APPLY:

You will be required to demonstrate how you meet the education and each of the experience criteria listed in the essential qualifications and any of the applicable asset qualifications on the Statement of Merit Criteria for the initial screening by answering the online screening questions. Please be sure to include substantiating details that clearly outline the breadth of experience as well as relevant timelines.

Duties

Serves as an engineering technical expert for type certification of domestic and foreign aeronautical products and all activities related to determination of airworthiness regulations and standards (including participation in certification tests).

Technical involvement covers the entire spectrum of aviation products/technologies that are both designed and certified in Canada or in foreign countries. This includes transport and general aviation fixed-wing airplanes, transport and general purpose helicopters, aircraft engines, balloons / airships, APUs, and avionics equipment.

Responsible for delivering a wide range of certification safety assessment activities and directing multidisciplinary teams of technical specialists in areas such as aircraft-level and systems safety, development assurance, aircraft/system integration, certification maintenance requirements and related matters. Plans, coordinates and leads a wide range of complex aircraft–level activities, providing technical leadership to Engineering, Flight Test and Continuing Airworthiness teams and subject matter expert panels. Develops and represents the Engineering division and Transport Canada positions on safety assessment technical matters at international industry and regulatory technical forums.

Functions as a resource for all Engineering divisions (e.g. advanced flight controls, mechanical systems, power plants, avionics, etc.) and Flight Test specialists for the interpretation and establishment of technical standards and associated advisory materials in the areas of aircraft and systems safety. Assumes leadership, as required, during certification testing to direct and coordinate the activities to ensure certification objectives are achieved.

Our office is located at 159 Cleopatra Drive in Nepean, Ontario.

Intent of the process

The results of this inventory will initially be used to staff 1 position indeterminately.

A pool of candidates will be established to staff similar or identical positions with various linguistic profiles and/or requirements (English or Bilingual Imperative BBB), with various tenures (term, indeterminate) and/or the security clearance (reliability or secret), which may vary according to the position being staffed at Transport Canada. EDUCATION
ED: Graduation from a recognized post-secondary institution in an engineering specialty relevant to the duties of the position.

OR

OCCUPATIONAL CERTIFICATION
OC: Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Note 1: Candidates will be asked to provide proof of education or eligibility for certification.

Degree equivalency

EXPERIENCE
EX1: Significant * experience in the application of the principles and processes for conducting aircraft safety assessments of complex, highly integrated aeronautical products

EX2: Significant* experience in the application of the System Development Assurance processes for complex and highly integrated aircraft systems including the interaction with the safety assessment process.

EX3: Experience in the application of the engineering principles, practices, and current technologies related to aircraft systems integration.

*Significant engineering experience is defined as follows: Candidate has progressively acquired increasing responsibilities related to engineering in the aerospace industry.

AEX1: Experience in assessing aircraft systems regulatory standards and aircraft design compliance documentation.

AEX2: Experience in the design, development, test, evaluation and civil certification of aircraft systems.

AEX3: Experience in the use of reliability and maintainability principles and methodologies related to aircraft systems design and certification.

AEX4: Experience in auditing of organizations in a technological environment.

AEX5: Experience in leading multidisciplinary teams in an aircraft certification engineering environment.

K1: Knowledge of the safety assessment principles, failure assessment methodologies of ARP 4761 and relevant regulations and guidance materials as related to complex, highly integrated aircraft systems design.
K2: Knowledge of ARP 4754A System Development Assurance processes and its interaction with the safety assessment process as related to complex and highly integrated aircraft systems design.
K3: Knowledge of civil aviation design domestic and international regulations and standards, advisory material, policies and practices related to aircraft systems certification.
