What will you do?
The Director, Esquimalt Graving Dock (EGD) is a unique and exciting Executive position in the Public Service. The Director, EGD is accountable to provide the leadership to ensure the safe and effective day-to-day management, operation, maintenance, strategic vision and program implementation for the long-term management and stewardship of the EGD, on behalf of the Government of Canada (GC), in conformance with the associated legislation/regulations, policies, codes, and standards.
The EGD is the largest solid-bottom commercial dry dock on the West Coast of the Americas, and provides a full range of ship repair and refit services and related amenities on a 24-hours-a-day, seven days a week, 365 days a year basis and, as such, represents a very demanding operation in a complex environment. The EGD is a strategic asset of the GC and serves the Canadian Federal Fleet, as well as supporting and strengthening the west coast industrial marine sector by providing a world-class ship repair, refit and maintenance Centre of Excellence in an open-access, multi-user and secure facility.
The Director of the EGD will be required to deliver both strategic and operational outcomes for Canadians, in alignment with current and emerging federal priorities.

The immediate intent of the process is to staff the following position:
Director, Esquimalt Graving Dock (Victoria, British Columbia – English Essential).
A pool of qualified candidates may be established through this process to staff various EX-01 positions within Public Services and Procurement Canada across Canada. These positions may be of different tenures and may have various language requirements (Bilingual imperative CBC/CBC, Bilingual Imperative BBB/BBB and English Essential).

EDUCATION:
Graduation with a bachelor’s degree or a master’s degree from a recognized post-secondary institution*, or an acceptable combination of education, training and experience**.
*Recognized post-secondary institution: Public or private institution that has been given authority to grant degrees, diplomas, and other credentials by a public or private act of a provincial/territorial legislature or through a government-mandated quality assurance mechanism. For greater certainty, also included are institutions authorized to grant specific academic credentials for specific academic programs. It is the candidate's responsibility to demonstrate that the degree/program held has been approved by a "recognized" Canadian university. Failure to do so may result in the rejection of your application.
** Acceptable combination of education, experience and/or training: The minimum requirement to meet the acceptable combination is having successfully completed at least two (2) years of an acceptable post-secondary educational program and having relevant experience and/or training.
EXPERIENCE :
E1. Recent (1*) and significant (2*) experience in developing and maintaining effective relationships with key stakeholders such as industry, other departments, central agencies and clients.
E2. Recent (1*) and significant (2*) experience in managing program, project, or operational service delivery.
E3. Recent (1*) and significant (2*) experience in providing strategic advice and making recommendations to senior management (Director General or above) on complex (3*) issues.
E4. Experience in managing human (4*) and financial resources (5*).
DEFINITIONS:
1*- Recent is defined as within the last five (5) years.
2*- Significant experience is understood to mean the depth and breadth of the experience normally acquired by performing a broad range of various, complex related activities over a period of approximately two (2) years.
3*- Complex issues are issues with at least one of the following characteristics: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent setting or having a major impact on the public service, or having a potential for significant media coverage.
4*- For human resources management, applicants must clearly demonstrate that they have supervised staff, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must also indicate the number of employees they supervised directly.
5*- For Financial Management: Applicants must show evidence of managing a budget, either directly or indirectly. This experience is defined as responsible for financial planning or forecasting or reporting. Applicants must also indicate the size of the budget they managed.
EXPERIENCE:
AE1. Experience in leading the development, implementation and monitoring of significant* projects OR programs OR operations (*Significant includes budgets of over $10M).
AE2. Experience in leading operational teams in an industrial setting, including 1) managing technical trade work, 2) leading the development or implementation of Health & Safety protocols, and 3) ensuring compliance with the applicable Health & Safety codes and/or standards.
AE3. Experience working in an industrial facility or operational unit.
AE4. Experience working with stakeholders in the marine shipbuilding or ship repair sector.
AE5. Experience in facilities management.
AE6. Recent (1*) and significant (2*) experience in developing and implementing client service strategies, approaches or initiatives.
