Intent of the process

The immediate need is to staff six positions on an indeterminate basis, with a
linguistic profile of English Essential and an RCMP Enhanced Reliability security
clearance.

A pool of candidates may be established and may be used to staff similar
positions within the RCMP in the National Capital Region on an indeterminate
or specified period (including term, acting, secondment or assignment) basis,
with various linguistic profiles and various RCMP security clearances.

Should a Civilian Member (CM) be found qualified and selected for
appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Notification regarding the CM appointment
will be sent to all applicable candidates who are within the area of selection
and participated in the advertised process.

Should a Public Service (PS) employee be found qualified and selected for
appointment, notification regarding the PS appointment will be posted
accordingly on www.jobs.gc.ca.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
A bachelor’s degree in common or civil law from a recognized Canadian post-secondary institution.

Degree equivalency

EXPERIENCE:
EX1. Recent* and significant** experience analyzing complex and voluminous case files presenting difficult legal issues with little to no precedent and containing legal material such as legislation, regulation, jurisprudence, as well as policies and arguments on issues of a legal nature;
EX2. Recent* and significant** experience conducting legal research;
EX3. Recent* and significant** experience preparing in-depth reports including the analysis of, and advice and guidance on, legal issues to senior management; and
EX4. Recent* and significant** experience formulating an organization’s official position or response.

NOTE:
*Recent is defined as experience acquired within approximately the last five (5) years.
**Significant is defined as the depth and breadth of experience associated with having performed a broad range of related activities which could be normally acquired over a period of approximately two (2) years.

ASSET EXPERIENCE:
AEX1. Experience in criminal law.
AEX2. Experience working in an environment involving a review or oversight body.
AEX3. Experience with one or more of the following: a legislated public complaint process, administrative law, principles of natural justice and procedural fairness, judicial review.

KNOWLEDGE:
K1. Knowledge of legal research principles and practices.
K2. Knowledge of the RCMP Act R.S.C., 1985, c. R-10, the RCMP Regulations 2014, the RCMP Administration Manual XII.2 (Public complaints) and of the Witness Protection Program Act S.C., 1996, c. 15.
K3. Knowledge of Information Management or Record Keeping, either Treasury Board policy or RCMP.

A3. Ability to provide advice and guidance to management on the interpretation and application of legislation and jurisprudence.
