We are looking for candidates with a grounding in data from across the sciences – accounting, actuarial mathematics, applied finance, computer science, data science/data analytics, demography/population studies, economics, engineering, environmental sciences, epidemiology, finance, geology, mathematics, psychology, statistics or sociology.

• Join the GC InfoBase (https://www.tbs-sct.gc.ca/ems-sgd/edb-bdd/index-eng.html#start) team and work on the development of this online tool, using open-source libraries and standards (such as Bootstrap, webpack, YAML, handlebars.js, D3.js and React) to help Canadians find the latest data on government finance, people and results.
• Join the Central Performance and Impact Assessment Unit in leading the way for the use of linked statistical microdata to develop new insights into how, and how well, federal business innovation and growth support programs work for Canadians.
• Join PSPC and work on analysing its vast data assets to work on projects like using smart building data to minimize our environmental footprint, our procurement datasets to look for evidence of fraud or opportunities for partnering with green suppliers, use machine learning to analyze pay data and much more.

The Treasury Board of Canada Secretariat (TBS), Public Services and Procurement Canada (PSPC) and other organizations within the core public administration are looking for dynamic and motivated data scientists with diverse backgrounds to help us do more with our vast data assets.

Intent of the process

Create a pool of data scientists partially qualified for opportunities across the TBS and PSPC and potentially with other organizations within the core public administration with various tenures, languages requirements, operational requirements and/or condition of employments, which may vary according to the position being staffed.

- Graduation with a degree from a recognized post-secondary institution (the term “degree” refers to a baccalaureate as established by educational authorities) with acceptable specialization in Economics, Sociology or Statistics and an acceptable specialization in one or more of the following areas: accounting, actuarial mathematics, applied finance, computer science, data science/data analytics, demography/population studies, engineering, environmental sciences, epidemiology, finance, geology, mathematics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

EXPERIENCE REQUIRED FOR EC-03 and EC-04 STREAM:
- Recent** experience using programming languages (such as Python, R, JavaScript, Ruby, SQL, or SAS);
- Experience in undertaking research and analysis to produce reports summarizing empirical findings and presenting the results to management (team lead / Director level / professor).

** Recent is defined as experience normally acquired within the last three (3) years.

EXPERIENCE REQUIRED FOR THE EC-05 STREAM:
- Experience in large scale+ data analysis including two of the following elements: data management, validation, cleaning, categorizing, database development, data mining, data visualization;
- Experience in using statistical methods to make predictions with data;
- Experience in developing and fostering collaborative relationships with internal and/or external stakeholders and partners, representing diverse interests;

+ Large scale is based on data records numbering in the thousands or more.

EXPERIENCE REQUIRED FOR THE EC-06 STREAM:
- Significant*** and recent** experience in data analysis including three of the following elements: data management, validation, cleaning, categorizing, database development, data mining, data visualization;
- Experience in applying statistical methods and developing quantitative methodologies to draw conclusions with data for major projects++;
- Significant*** experience in developing and fostering collaborative relationships with internal and/or external stakeholders and partners, representing diverse interests;

** Recent is defined as experience normally acquired within the last three (3) years.
*** Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.
++ A major project is defined as enterprise-wide or data manipulation from multiple organizations (internal and/or external to government).

EXPERIENCE REQUIRED FOR THE EC-05 and EC-06 STREAM:
