Work environment

As General Counsel, Legal Operations (GCLO) in the Nunavut Regional Office you occupy a unique position, which presents an opportunity to prosecute at the highest levels, mentor colleagues on their professional journey and gain direct exposure to management responsibilities. You will carry a caseload consisting of all type of Criminal Code offences, including as lead counsel in high profile and complex cases. As GCLO, you will gain exposure a wide range of criminal prosecutions, including trial and appeal work, as well as sit on national committees. This is an excellent opportunity to develop a depth and breadth of expertise in criminal law.

You will also be a leader and mentor to colleagues as they learn how they should fulfill their roles as prosecutors, CWCs, and staff. In essence, you will be the operational go to person. You will be included by the CFP in addressing management issues so that you can gain an appreciation for and assist with management of the office. This experience will give you an opportunity to assess whether full management responsibilities make sense for you. The CFP along with national colleagues on the Senior Advisory Board will be your support network.

Nunavut is an Inuit territory, where societal values are guided by the principles of Inuit Qaujimajatuqangit (Inuit Traditional Knowledge). As a PPSC employee, you will have a particular responsibility to respect traditional approaches to justice, including restorative justice programs that incorporate Inuit values and culture, and embody the spirit of Inuit Qaujmajatuqangit. Additional benefits:
1) You are guaranteed subsidized housing.
2) In addition to your base salary, you will receive an Isolated Post Allowance (Northern Allowance) which ranges from $18,943 - $34,126 annually depending on your circumstances.
3) In addition to your base salary and your Isolated Post Allowance, you will receive a Vacation Travel Assistance (VTA) twice a year. These amounts fluctuate every six months but will support you to travel on vacation outside of the territory.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Occupational Certification:
- Eligibility for membership in the Law Society of Nunavut.

Experience:
- Significant* experience in coordinating complex litigation.
- Experience in supervising law professionals (as direct or indirect reports), such as setting objectives, assigning files, managing workload and completing performance appraisals.
- Experience in coaching and mentoring others on criminal investigations and prosecutions.

*Significant is defined as the depth and breadth of experience normally acquired over a period of seven (7) years.

At the discretion of the hiring manager, candidates who possess less than seven (7) years experience may be considered further if they can clearly demonstrate that their cumulative experience has the complexity, diversity and scope required to coordinate complex litigation.

- Knowledge of the role and practices of Crown Counsel in the conduct of criminal litigation in the Public Prosecution Service of Canada.
- Knowledge of criminal law and procedures including knowledge of the Canadian Charter of Rights and Freedoms and its relevant case law.

Asset Qualifications:
- Experience addressing Aboriginal justice issues in a litigation or advisory capacity.
- Experience working in a Northern environment.
- Experience working in a cross-cultural environment, particularly in Aboriginal communities.
- Experience providing legal and strategic advice to senior management, investigative agencies, colleagues or government officials.
- Knowledge of Inuit culture.
- Ability to speak Inuktitut.

Organizational Needs:

Operational Requirements:
- The incumbent may be required to work overtime, including weekends and holidays.

Conditions of employment

Secret security clearance

- Member in good standing in the Bar of one of the provinces or territories of Canada.
- Authority to work and appear as counsel with respect to matters under federal and territorial jurisdiction in accordance with the rules and regulations of the Law Society of Nunavut.
- Applicants must be willing to be assigned to other types of work at the same group, level and tenure within the Public Prosecution Service of Canada. Assignment of work may be made within or between the various teams of counsel within the office and will be based on operational considerations and will not require relocation of residence.
- Medical clearance
- All conditions of employment must be met and maintained throughout the tenure in the position.
