Work environment

The position is responsible for maintenance, troubleshooting, repair, configuration, implementation, installation and providing technical support for a variety of equipment and systems including but not limited to: land mobile radio systems, land mobile radio subscriber equipment, remote mountain top repeater equipment, solar power systems, and radio dispatch consoles. The work involves occasional heavy lifting, working outdoors in adverse weather conditions, and travel throughout service area (i.e. BC) occasionally for extended periods, including travel via helicopter or fixed wing aircraft.

This selection process may initially be used to staff the position on a temporary basis.

A qualified group of candidates may be identified and may be used to staff future permanent or temporary vacancies in similar or lower-level positions.

The position(s) may be located in Courtenay, Nanaimo, Victoria, Surrey (Green Timbers), Prince George, Dawson Creek, Terrace, Kelowna, Cranbrook, Kamloops, Nelson, or elsewhere in BC.

Should a CM be found qualified and selected for appointment, the appointment will not result in a change of status to another category for the member.

Education:
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.

2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.

Degree equivalency

Experience:
1. **Some experience in programming, implementing, testing, modifying and/or maintaining modern radio and/or data communications systems and/or equipment.

2. *Significant experience working with state-of-the-art electronic test equipment utilized in the land mobile radio, cellular, broadcast radio, signal processing and filters, and/or other radio frequency (RF) related field(s).

3. *Significant experience in designing and/or troubleshooting electronic circuitry for transmitting analog and/or digital signals.

4. *Significant experience in programming for electronics using computer programming language(s) and/or application development.

* “Significant experience” is defined as the depth and breadth of experience normally associated with the performance of duties on a continuous basis over approximately 2 years.


** “Some experience” is defined as the depth and breadth of experience normally associated with the performance of duties over approximately 1 year.

Education:
Successful completion of a 2 or 3 year diploma or bachelor degree in Electronics and/or Telecommunications, specializing in Radio Frequency (RF), Wireless Technology or another specialty relevant to the position from a recognized university, college, or institution, or eligibility for certification by a Canadian certifying body.

Successful completion of a minimum 3 year bachelor degree from a recognized post-secondary institution with acceptable specialization in electrical engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Certifications:
• Network+, CCNA, and/or CCNP Certification
• Eligibility for certification as a professional engineer in Canada or to obtain a limited license in British Columbia, with specialization in electrical engineering and/or eligibility for certification as a technology professional with one or more of the following or equivalent designations by a provincial professional organization recognized by the Canadian Technology Accreditation Board (CTAB): Certified Engineering Technologist (CET), Applied Science Technologist (AScT), and/or Professional Technologist (PTech).
• Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
• Basic Amateur Radio Certification (Industry Canada)
• Advanced Amateur Radio Certification (Industry Canada)
• Aeronautical Radio Certification (Industry Canada)
• Restrict Marine Radio Certification (Industry Canada)
• A+ Certification

Experience:
1. Experience with Canadian DND Tactical Radio Networks.
2. Experience with High Frequency Radio Communications.

OPERATIONAL REQUIREMENTS:
1. Willingness and ability to travel throughout service area (i.e. BC) occasionally for extended periods, including travel via helicopter or fixed wing aircraft.
2. Willingness and ability to work extended hours, unscheduled overnight travel and/or adjust work schedule, with little or no notice, to meet operational requirements.
3. Willingness and ability to provide after-hours support via operational availability (on call).
4. Mobility to the extent of crawling and working in confined areas of vehicles/aircraft/ships to install radio, electrical and antenna equipment.
5. Physical ability for lifting of heavy or awkward items like radios and batteries, up to 40 kg.
6. Willingness and ability to perform work duties in inclement and uncomfortable weather conditions such as pouring rain and extreme cold (-40 Celsius).
7. Willingness and ability to provide technical support to front line policing operations in the field.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing. Candidates may be contacted and assessed against these criteria at any time during this process.

Interested persons must meet the essential qualifications to be appointed to the position, in a manner determined by the Selection Board. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, operational requirements or organizational needs. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.

Once established, the qualified pool will be valid for a period of 12 months and may be extended.

Practical and/or standardized tests may be administered for screening and/or assessment purposes.

Please note that candidates (including persons employed in the Public Service) will not be considered to be in travel status or on government business and travel costs will not be reimbursed. Consequently, candidates will be responsible for travel costs.

Random selection may be used to identify which applicants will be assessed or appointed in this appointment process.

If a qualified candidate has been selected and appointed on an indeterminate basis from the established pool, they will be removed from the pool. If a candidate is selected for a specified period (including term, acting, or assignment/secondment) appointment, they will remain in the pool for future offers.

This process and the resulting pool will only be used to staff positions in the RCMP.

Any information provided by a candidate through their application or assessment that is deemed to be incorrect or fraudulent will be eliminated from further consideration.

Experience qualifications will be assessed upon application. Further confirmation or assessment may be conducted through reference checks.
