Working with other senior and junior data scientists and data analysts, the main duties of the position include a number of data-driven tasks such as analysis of administrative data, performance reporting, predictive modeling, risk mapping, anomaly detection, and application/algorithm development. This may includes the use of techniques such as neural networks, random forests, support vector machines, Optical Character Recognition, Natural Language Processing, and the regression model family. The incumbent is expected to develop data solutions and products, business cases, proposals, research briefings, and other material for internal purposes and management.
The Integrity Business Analytics Division (IBAD) at Service Canada is currently looking for candidates on a full-time basis to help accelerate and maintain our data science capacity and fulfil our business objectives. Our team of analysts are responsible for providing analytic and technical support for the integrity operations of Canada’s largest programs such as EI, Old Age Security, and the Canada Pension Plan. Working closely with our stakeholders, our group applies the latest in data mining techniques to develop predictive models and other data-driven tools to ensure that the right Canadians are being paid the right benefit at the right time. This innovative, fast-paced work environment is ideal for individuals that are looking to apply data science techniques to real-world business problems.
The purpose of this process is to establish a pool of qualified candidates to staff various positions. The pool could also be used to staff similar positions within Employment and Social Development Canada.

EDUCATION
Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology, statistics and data science.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
EXPERIENCE
Experiences 1 through 3 are common to both streams (Business Analyst/Data Scientist) while Experiences 4 and 5 refers to the Business Analyst only and Experience 6 refers to the Data Scientist stream only.

Common to both streams (Business Analyst/Data Scientist)
• E1: Recent*** experience in the preparation of two of the following: research/analytical proposals, deck presentations, reports, or briefing notes to Management****
• E2: Significant** and recent*** experience conducting quantitative analysis or data-intensive research projects to develop and produce 2 of the following: reports, dashboards, business intelligence products, technical solutions, and/or data visualization products;
• E3: Significant** and recent*** experience in data manipulation and analysis using one or more of the following software: Python, SAS, or R. This includes data exploration techniques, dimension reduction methods, outlier detection, etc.;
Stream 1: Business Analyst
• E4: Significant** and recent*** experience in extracting, linking, mining and analyzing operational /program data from relational databases using one or more of the following statistical software such as SAS, SPSS, SQL, R, Python, Oracle, Cognos;
• E5: Experience in data governance activities, such as the data integrity and quality issues
Stream 2: Data Scientist
• E6: Experience developing or applying two of the following data mining techniques: decision trees, neural networks, network analytics, support vector machines, text mining, Optical Character Recognition (OCR), geospatial mapping, or Bayesian analysis.
* A baccalaureate or higher level degree, as established by educational authorities, unless the type of credential is specified in the relevant Qualification Standard.
**Significant experience is an approximately of one year of accumulated experience.
***Recent experience is experience acquired within the last 3 years.
