The Energy Sector works at promoting Canada’s energy advantage and creating ways to improve and transform Canada’s approach to energy for the 21st century. Help us increase the use of clean electricity across the nation, promote greater energy efficiency, support a cleaner oil and gas sector, and work with our international partners on promoting energy security and Canada’s place as an energy exporter.

A number of exciting opportunities are currently available. We have an immediate need for policy analysts on various files, as well as for candidates with experience in corporate finance and market analysis. The Energy Sector expects to staff at least six positions by mid-October.

This selection process is intended to create an inventory of candidates that will be considered for various current and future needs. Assessment of applications may begin on August 20, 2019 for immediate staffing needs. Applications received after August 20, 2019 will be assessed as needs arise. A top-down selection may be used at certain stages of the assessment or when selecting the right fit.

In order for your application to be considered, all screening questions must be answered. You must provide concrete examples to demonstrate how you meet each qualification, including where and how you obtained the experience, as well as the period(s) in which you performed the functions of the position(s) (MM-YYYY to MM-YYYY).

Intent of the process

A pool of fully or partially qualified candidates may be established through this process to staff identical or similar positions at Natural Resources Canada with various tenures, various linguistic requirements (imperative and/or non-imperative), various language requirements and profiles, various security requirements, various conditions of employment, and for various locations.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.
*Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience:
EXP1 – Significant* experience in policy research, policy analysis, or policy development, and in formulating policy options, positions or strategies.
EXP2 – Significant* experience in planning, conducting, implementing or managing policy initiatives, programs or projects that require integrating and balancing different viewpoints.
EXP3 – Significant* experience in providing policy advice and recommendations to senior managers and officials (Director General level and above).

Significant* is defined as the depth, breadth and complexity of experience normally acquired with having performed work, as part of the regular duties of the candidate, for a period of at least three years over the past five years.

Asset Qualifications - Education:
AED1 - Graduation with a Masters degree in economics, sociology, commerce or a related subject.
AED2 - Graduation with a degree** or Masters degree in Business Administration.
** A candidate must also meet the essential education qualification.

Degree equivalency

[Asset criteria AQE1 to AQE5 may be further screened on the basis of whether the experience relates to: international engagement; electricity markets; oil and gas markets; energy efficiency; private sector investment decisions; Orders in Council (AQE5 only); and whether or not the experience relates to the energy sector or related environmental issues. Candidates should therefore be explicit if their experience is relevant to one or more of the above.]

AQE1 – Significant* experience in advancing sensitive policy issues in a federal, provincial or territorial public service environment.
AQE2 – Experience working in a central agency.
AQE3 – Experience in representing a federal Department in interdepartmental, intergovernmental or stakeholder discussions.
AQE4 – Experience in conducting analysis and providing advice for the development of regulations or legislation.
AQE5 – Significant* experience in reviewing, analyzing, or writing Memoranda to Cabinet or Treasury Board Submissions.
AQE6 – Significant* experience in performing economic, financial or socio-economic analysis relevant to energy markets, projects or policies.
AQE7 – Two or more years of experience working in the private sector on natural resources issues.
AQE8 – Experience conducting policy analysis related to energy or energy sector-relevant environmental issues.
AQE9 – Significant* experience in managing multiple sensitive or complex issues in a fast-paced environment with demanding deadlines.
AQE10 – Significant* experience in establishing and maintaining effective partnerships, and in Federal/Provincial/Territorial, stakeholder, international Government-to-Government, or indigenous engagement on sensitive issues.

K1 - Knowledge of the public policy process (Cabinet and TBS) for policy development and implementation including the roles of central agencies.
K2 - Knowledge of the Government of Canada’s policies, positions and priorities with respect to the energy sector.

Abilities:
A1 – Ability to analyze and synthesize complex issues and to present clear options and recommendations to senior management.

A4 – Ability to communicate effectively orally.
A5 – Ability to deal with sensitive policy and organizational issues involving multiple stakeholders in federal and non-federal organizations.

Asset Qualifications - Knowledge:
AQK1 – Knowledge of the Canadian energy sector, its role in the Canadian economy, the policy challenges it faces, and of relevant federal government policies and programs that affect the sector.
AQK2 – Knowledge of federal-provincial and international energy issues and relations.

Operational Requirements:
Willing and able to work overtime as required and to adopt flexible work hours as per operational requirements.
