Stream 1: Analysis and Outreach Branch
The Analysis and Outreach Branch provides research into and review of regulations, legislation, and related regulatory policy/ research/ harmonization throughout the CTA. The development of data analysis is crucial in helping inform decisions, determinations and guidance produced by the CTA, and to help track and document barriers to people with disabilities in the national transportation system.
Stream 2 and 3: Determinations and Compliance Branch
The mandate of the Determinations and Compliance Branch is to provide approvals, issue licences, permits and certificates of fitness, monitor and enforce industry compliance with legislative and regulatory provisions and Agency orders, and make decisions on a wide range of matters involving federal air, rail and marine transportation. Senior analysts contribute to the success of these programs by providing expert advice on rail liability insurance, the evaluation of Canadian airline ownership and control and on marine coasting trade, and compliance matters Senior analysts support the mandate by participating in the negotiation and administration of air transport agreements, by providing expertise on regulatory projects, by developing reports and recommendations on compliance matters and by conducting other complex analysis involving corporate and financial information for rail and air.
Stream 4: Dispute Resolution Branch
The mandate of the Dispute Resolution Branch is to resolve disputes regarding federal transportation services, rates, fees and charges as well as to ensure Canada's national transportation system is accessible to all persons, including persons with disabilities. Senior analysts support the mandate by resolving disputes through facilitation or mediation, and by supporting the Members through the adjudication process, as well as by developing or updating resource tools .

ESSENTIAL QUALIFICATIONS
EDUCATION:
Bachelor degree from a recognized university in a field related to the duties of the positions (e.g. economics, social sciences, law, commerce, finance or sciences) or a combination of education, training and/or experience.
EXPERIENCE:
APPLICLABLE TO ALL STREAMS: 1, 2, 3 and 4
Significant experience* in conducting analyses, synthesizing large volumes of information and preparing related reports.
Significant* and recent** experience providing oral and written advice and recommendations to senior management or board members through presentations, reports, briefing notes or correspondences.
APPLICABLE TO STREAMS: 1, 2 and 3
Significant* and recent** experience in developing strategic policy directly impacting a large volume of people*** or in delivering programs and services targeting a large volume of people***.
Definitions:
*Significant experience is defined as the depth and breadth of experience associated with having performed a broad range of related activities as the MAIN function for a approximately two (2) years. The amount and the diversity of these activities as well as the autonomy level may also be taken into consideration.
**Recent experience refers to within the last five (5) years.
***Large volume of people refers to a sector of an industry ( such as air, rail, marine or buses, or other industry sectors) or a segment of the population (such as persons with disability, travellers, or others).
ASSET QUALIFICATIONS
EDUCATION:
Titre professionnel reconnu en comptabilité (CPA, CA; CPA, CMA; CPA, CGA).
Post-graduate degree from a recognized university in a field related to the duties of the position such as finance, economics, commerce, law, international affairs, business, social sciences, human rights (or other relevant field of specialization will be considered).
Recognized Law Degree (LL.B., J.D., B.C.L.)
EXPERIENCE:
Significant* and recent** experience providing advices and communicating with businesses or external stakeholders.
Significant* and recent** experience in the analysis and review of complex**** business plans or proposals.
Experience in supporting the adjudication or arbitration of disputes.
Experience writing public decisions on disputes.
Experience working in the transportation sector (public or private).
Experience in providing advice related to commercial lending, accounting or financial analysis.
Experience working in a regulatory environment.
Experience working in a compliance program.
Experience working in law enforcement.

The Asset Qualifications contained in the Statement of Merit Criteria may be used as a screening tool. Candidates must meet all of the essential qualifications to be appointed to a position. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed.
Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.
