Duties

The position is responsible for contacts with senior managers, senior IT officials in other federal departments and external organizations, program specialists and with senior technical staff to obtain agreement on requirements for services or on the resolution of technical issues.

Manages the work performed by a unit through subordinate staff. Assigns specialists to work groups and projects and schedules their work by setting target dates and milestones. Provides technical guidance and direction to the work teams and projects. Evaluates their performance and recommends training, provides counselling on career paths and assists career advancement. Analyzes human resource requirements to perform the work of the unit and recommends human resource levels through input into business plans.

Budgets and manages financial resources related to human resources management of the unit and the management of the IT assets of the Department.

Manages unit and project budgets, identifies need for expenditures for supplies, equipment and contract services to support requirements within approved budgets. Negotiates and manages service level agreements and contracts with client organizations and suppliers of technical expertise and computer systems hardware or software; commits expenditures within established guidelines and procedures. Initiates contract process for services and approves payments on the fulfillment of contract technical specifications.

Responsible for a desktop and/or laptop computer, hardware and software, and for maintaining data integrity, and confidentiality and security in own work.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

Degree equivalency

Recent* and significant** experience in managing project delivery or complex IT services*** teams

Recent* and significant** experience in managing and supervising human resources, including planning, assigning duties, orientation, coordinating HR activities and evaluating employee performance.

Recent* experience is defined as experience normally acquired within the last three years worked.

Significant** experience is defined as experience that with its scope and depth is usually associated with the normal completion of relevant duties for a period of approximately two years. However, short-term experience will be taken into consideration, depending on the complexity, the diversity and the scope of the work done and the level of direct responsibility demonstrated toward the range of files or complex projects.

Complex*** is defined as having at least two of the following factors:
i. a large (500 clients or more) or geographically dispersed client base;
ii. high reliability and availability;
iii. understands a multi-platform set of technologies requiring integration;
iv. understands a diverse multi-tier set of technologies requiring integration;
v. is deemed essential to fulfill the mandate of the department or the Government of Canada; and
vi. requires specialized skills in the current technologies used in the Government of Canada.

A degree from a recognized university with a specialization in computer science, information management systems, computer engineering or any other field related to the position.
