The immediate need is to staff one position on an indeterminate basis, with a linguistic profile of Bilingual Imperative CPC/CPC and an RCMP Secret security clearance.
A pool of candidates may be established and may be used to staff similar positions within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, secondment or assignment) basis, with various linguistic profiles and various RCMP security clearances.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Notification regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.
Should a Public Service (PS) employee be found qualified and selected for appointment, notification regarding the PS appointment will be posted accordingly on www.jobs.gc.ca.

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, or in any other field relevant to the work to be performed, such as a law degree recognized by a Law Society in Canada.
Or,
An acceptable combination of education, training and/or experience, that is comparable to a degree from a recognized post-secondary institution with specialization relevant to the work to be performed.
NOTE:
Example of a possible acceptable combination of education, training and/or experience:
A certificate from a recognized post-secondary institution with specialization in law or legal studies and having performed work in a field and/or work environment specializing in the interpretation and application of statutory instruments* for the last five years.
*Statutory instruments as defined in the Statutory Instruments Act R.C.S., 1985, c. S-22.
ESSENTIAL EXPERIENCE:
EX1. Recent* and significant** experience in analyzing voluminous documents that contain legal material such as legislation, regulation, jurisprudence, as well as policies and arguments on issues of a legal nature;
EX2. Recent* and significant** experience in analyzing complex*** issues;
EX3. Recent* and significant** experience in conducting research in fields that relate to the responsibilities of the position, such as law for example; and
EX4. Recent* and significant** experience in drafting documents that include the analysis of legal issues.
NOTE:
*Recent is defined as within the last five (5) years.
**Significant is defined as the depth and breadth of experience associated with having performed a broad range of related activities which could be normally acquired over a period of approximately two (2) years.
***Complex includes items that could refer to: having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders; circumstances where there is no information or contradictory information; having potential risks to the department, etc.

ESSENTIAL KNOWLEDGE:
K1. Knowledge of legal research principles and practices; and
K2. Knowledge of the RCMP Act R.S.C., 1985, C.R-10, of the RCMP Regulations, 2014, of the Commissioner's Standing Orders (Grievances and Appeals) and of the RCMP Administration Manual II.3 (Grievances and Appeals).

ASSET EDUCATION:
Law degree from a Canadian university recognized by a law society in Canada.
ASSET EXPERIENCE:
A/EX1. Experience having performed work in a field or work environment specializing in the interpretation and application of statutory instruments;
A/EX2. Experience in conducting critical analysis of records submitted for a decision by a quasi-judicial tribunal;
A/EX3. Experience in drafting decisions, at times extensive, with reasons supported by applicable legislation, policy and jurisprudence;
A/EX4. Experience in working in a quasi-judicial environment; and
A/EX5. Experience with one or more of the following: RCMP conduct process, a legislated grievance process, Canadian Human Rights Act, Privacy Act, Treasury Board Secretariat Policy on Prevention and Resolution of Harassment in the Workplace, duty to accommodate, administrative law, principles of natural justice and procedural fairness, judicial review.
OPERATIONAL REQUIREMENTS:
Willing and able to work overtime as and when required and on short notice, including weekends, to meet operational requirements.
