**Please note that, as part of this selection process, we are planning to administer an exam to the successful candidates at the prescreening stage during the last 2 weeks of August 2019 and to conduct the interviews during the last 2 weeks of September 2019.**
A pool of partially qualified candidates will be established and will be used to staff similar positions with various language requirements (English Essential and Bilingual Imperative, BBB/BBB) located in Edmonton (Alberta), Vancouver (British Columbia), Moncton (New Brunswick), Burlington (Ontario), Ottawa (Ontario), Toronto (Ontario), Gatineau (Québec), Montréal Island (Québec) and Québec (Québec). These positions may be staffed on an indeterminate or temporary basis.
IMPORTANT: All federal organizations listed in Schedules I, IV and V of the Financial Administration Act may use this selection process to appoint a candidate to its organization in a similar position. ►EDUCATION:
ED1: Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience in a specialty relevant to the position to be staffed.
Notes:
1. Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
2. It is the recognized educational institution (e.g. community college, CÉGEP or university) that determines if the courses taken by a candidate correspond to two years of a post-secondary program at the institution.
3. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
►EXPERIENCE:
EX1: Recent* experience delivering IM/IT advice to clients or management ***.
EX2: Recent* experience facilitating communication between clients and technical teams .
EX3: Significant** experience in performing business analyst functions to support IM/IT solution implementation, including:
• Planning and estimating business analysis activities.
• Business process modeling.
• Collection, analysis, documentation and validation of needs and business requirements.
Definitions:
* Recent experience means experience gained within the last five (5) years.
** Significant experience is defined as the experience associated with completing a large number of related activities, taking into account the scope of duties and level of responsibility normally found in a person who worked in this field for at least 1 year (12 months).
***Management is defined as a team leader (CS-03 or equivalent) or higher. A team leader is an employee who is responsible for supervising and leading a small group of co-workers, whether in a factory, an office or on a site.
►ASSET EDUCATION:
AED1: Graduation with a degree from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Definition:
Degree: The term “degree” refers to a baccalaureate or to a higher level degree, as established by educational authorities.
►ASSET CERTIFICATIONS:
AOC1: IIBA Certification in Agile Analysis (IIBA-AAC).
AOC2: IIBA Business Analysis Certification (IIBA-ECBA).
AOC3: IIBA Business Analysis Certification (IIBA-CCAB).
AOC4: IIBA Business Analysis Certification (IIBA-CBAP).
AOC5: PMI Business Analysis Certification (PMI-PBA).
AOC6: Certification in LEAN Six Sigma Process Improvement.
►ASSET EXPERIENCE:
AEX1: Recent * and significant ** experience with the use of Sparx Systems' Enterprise Architect platform.
Definitions:
* Recent experience means experience gained within the last five (5) years.
** Significant experience is defined as the experience associated with completing a large number of related activities, taking into account the scope of duties and level of responsibility normally found in a person who worked in this field for at least 1 year (12 months).
►OPERATIONAL REQUIREMENTS:
OR1: Willing and able to travel on occasion.
OR2: Willing and able to work overtime on occasion.
OR3: Willing and able to work flexible hours according to operational needs.
