As the senior engineer, provides functional expertise and leadership through the conceptualization and development of departmental engineering policies, standards, guidelines, technical bulletins, manuals, instructions, performance criteria and best practices; the identification and development of training programs; assessing the quality of service delivery; development and compliance of departmental, national and government-wide regulations, codes, policies, standards and best practices.
As a senior specialist, provides authoritative engineering for all mechanical buildings & utilities systems/equipment expertise, strategic and tactical advice and services to departmental clients and collaborates with clients and other stakeholders to ensure the development of strategies and optimal solutions that meet their functional, operational, quality and value-for-money requirements.
Influences the development of contract procurement strategies; develops and manages contracts; provides expertise in the resolution of contract claims and disputes; monitors, inspects and assesses the work team members, consultants and contractors, including the inspection of construction site work, for compliance to technical and safety regulations, codes, standards and contract requirements; provides quality assurance and control during all phases of Life Cycle management including project delivery for all mechanical systems.
Evaluates, studies and assesses critical engineering project issues to develop project implementation strategies, concepts, designs, plans, specifications, cost benefit analyses, risk management and contingency plans; conducts impact assessments and inspects, evaluates, audits and assesses the condition and performance of facilities and assets and develops strategies for maintaining or improving the life-cycle operation of the asset, or to comply with government and departmental engineering, or other, regulations and standards.
Develops and maintains strategic communications links and working relationships with external and internal clients, other federal departments and agencies, other levels of government, regulatory bodies, academic institutions, professional associations, industry and special interest groups.
Researches, identifies and assesses opportunities for the application of state of the art technologies in design, construction, operations and maintenance solutions and manages knowledge transfer to external and internal clients.
Participates as a member of the DAES matrix management team; contributes to departmental strategic business development; represents the department and promotes departmental and Branch products and services.
The work location for this position will be at Minto Place on 180 Kent Street, downtown Ottawa, not at Carling Campus (NDHQ).
This process will be used to staff one (1) indeterminate position. A pool of qualified candidates may be established and may be used to staff similar term, or indeterminate positions within the Department of National Defence.

EDUCATION
ED1. University Degree in Mechanical Engineering or other engineering specialty relevant to the duties of the position as a graduate from a recognized engineering program.
OCCUPATIONAL CERTIFICAITON
OC1. Eligible for certification or licensing as a professional engineer in Canada.
EXPERIENCE
E1. Experience in mechanical engineering design field related to building and utility infrastructure systems (minimum 5 years).
E2. Experience in developing policies, standards or guidelines in mechanical engineering field related to building and utility infrastructure systems.
E3. Experience in conducting engineering studies, evaluating reports, analyzing results and recommending implementation options in support of infrastructure investment initiatives.
E4. Experience in providing mechanical engineering support and guidance to the operations of mechanical systems and utilities.
KNOWLEDGE
K1. Knowledge of the theories and principles of mechanical engineering as applied to the construction, operation and maintenance of infrastructure and equipment.
K2. Knowledge of practices of mechanical engineering as applied to the construction, operation and maintenance of infrastructure and equipment.
K3. Knowledge of federal acts, codes, standards, policies or guidelines that apply to mechanical engineering for buildings, utilities and infrastructures.
