The National Energy Board (NEB) is an independent federal regulator of several parts of Canada’s energy industry. It regulates pipelines, energy development and trade in the public interest with safety as its primary concern. The Minister of Natural Resources is responsible for this organization. The NEB was established by Parliament to regulate, among other things, the construction, operation and abandonment of pipelines that cross provincial or international borders, international power lines and designated interprovincial power lines, imports of natural gas and exports of crude oil, natural gas liquids, natural gas, refined petroleum products, and electricity, and oil and gas exploration and production activities in certain areas. The NEB is also charged with providing timely, accurate and objective information and advice on energy matters. Headquartered in Calgary, Alberta with regional offices in Montréal, Vancouver and Yellowknife, the NEB has approximately 500 employees and annual budget of over $70 million.

Duties

Reporting to the Vice President, Field Operations, the Director, delivers Safety and Environment Oversight outcomes as part of the NEB’s Departmental Results Framework (DRF). The Director is committed to assisting the NEB in meeting its mandate through the activities of the Team, which includes providing advice and decision support to management and Board Members, planning and executing safety and damage prevention oversight and projects for regulatory improvement, and providing expert information and analysis to internal and external stakeholders of the Board.

The Director Safety and Damage Prevention provides leadership to approximately 17 technical staff specialising in the areas of safety management, damage prevention and compliance promotion. Working closely with Technical/Professional Leaders and Compliance Program Managers, the Director is responsible for staff professional development to advance delivery of technical excellence in NEB safety and damage prevention oversight of federally regulated energy infrastructure and workers. The Director regularly scans the external environment and monitors internal activities, in order anticipate and strategically execute compliance activities and continuously improve safety and damage prevention oversight outcomes. The position balances both the strategic and tactical interests of the NEB as they relate to safety and damage prevention oversight, while working within a management system and advancing safety culture principles and approaches.

The position is also required to provide guidance and direction with respect to integrated engagement and outreach activities with municipal, provincial and territorial governments, Indigenous groups/governments, and the general public to advance the Board’s safety and damage prevention oversight mandate. This includes working with the NEB’s regional offices in Montreal, Vancouver and Yellowknife as appropriate.

The position has strong verbal, written, and analytical skills, with a focus on strategy, regulatory leadership, and the development and delivery of technical excellence for NEB safety and damage prevention practitioners. The incumbent may be an active participant in external committees, may represent the NEB at industry forums such as the Canadian Energy Pipeline Association, and would engage with industry organizations, other regulators, Indigenous peoples and organizations, and the public.

The Director manages financial resources to accomplish Team results and manages the human resources activities of the Team including recruitment, compensation, managing team schedules and workload priorities, and external contracts.

Appointment of qualified candidates will be based on the assessment results of the essential or essential and asset qualifications and with regard to breadth and depth of experience.

E1 Significant and recent safety management experience in the energy industry or as an oil and gas regulator.

E2. Significant and recent experience in interpreting, applying and/or regulating applicable safety laws, regulations, and governmental policy guidelines.

E3. Significant experience in leading large teams of technical professionals.

E4. Experience in the allocation of human, financial or materiel resources and/or identifying resourcing needs for projects.

E5. Experience in the development and/or application of management systems.

Asset Qualifications

AQ1 Experience in liaising with indigenous organizations,
AQ2 Significant expertise in the development, implementation, and maintenance of safety management programs in the oil and gas sector.
AQ3 Specialized expertise or an advanced degree in the development, implementation, maintenance, evaluation, and improvement of safety policies and programs in the oil and gas industry.
AQ4 Recent and direct experience with programs aimed at preventing damage to buried infrastructure.
AQ5 Relevant occupational certification or professional designation in good standing, such as:
o Canadian Registered Safety Professional (CRSP);
o Certified Health and Safety Consultant (CHSC);
o Professional Engineer (P. Eng.);
o Certified Industrial Hygienist (CIH); and/or
o Registered Occupational Hygienist (ROH).

1. The National Energy Board has a classification system that differs from the greater public service. This NEB-12 position is similar to an EX-01 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is currently subject to NEB’s Professional Institute of the Public Service of Canada Collective Agreement.

4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. 5. Salary: : Effective 1 November 2017 NEB-12, $110,950 to $134,991
The National Energy Board has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• a Calgary Allowance in the amount of 4.95% of base salary, paid on a bi-weekly payroll basis
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
The Collective Agreement between the NEB and PIPSC expired on 31 October 2018. Please note that in the absence of a new Collective Agreement, all provisions – including the allowances remain in place until a new agreement has been signed and implemented.

6. Terms of Employment: This position is currently allocated and subject to NEB’s Professional Institute of the Public Service of Canada Collective Agreement as it has been proposed for exclusion. Should the exclusion be granted this position will be subject to the NEB’s Excluded Terms and Conditions.
