Duties

Advice and guidance on strategic or operational policy, program planning, economic studies and statistical analysis, reports, and recommendations related to the Small Craft Harbours program.
Development, implementation and monitoring of strategic policies and plans (including business planning) as well as supporting the conception of strategic or operational policies, program planning, economic studies and statistical analysis, reports and/or recommendations.
Support the management of SCH transfer payment programs.

Work environment

Small Craft Harbours (SCH) is a nationwide program of the Department of Fisheries and Oceans which operates and maintains a national network of harbours in support of the needs of the commercial fishing industry. The mandate of SCH is to keep the harbours that are critical to the fishing industry open and in good repair. The program is delivered in cooperation with Harbour Authorities (local not-for-profit organizations) who manage the harbours. Low activity fishing harbours and recreational harbours are divested to third parties.

SCH is a decentralized program. The NHQ office in Moncton provides national coordination with five regional offices who manage program operations.

SCH pursues three main strategies to fulfill its mandate:
• Maintain a network of core fishing harbours;
• Promote and sustain the use of Harbour Authorities for the local management and operation of core fishing harbours;
• Transfer the ownership of non-core fishing harbours and recreational harbours to local communities through divestiture.

Intent of the process

The intent of this advertisement is to establish a pool of qualified candidates through which to staff one vacant Economic/Policy Analyst to work out of the NHQ office of Small Craft Harbours located in Moncton, New Brunswick.

EDUCATION
Graduation with a degree from a recognized post-secondary institution with acceptable
specialization in economics, sociology or statistics. Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE
Experience preparing or coordinating the preparation of comprehensive documents such as: research reports, position papers, strategic plans, planning documents, evaluation reports, briefing notes or presentations.
Experience researching and analyzing policy issues and recommending options to senior management (directors or above).
Experience coordinating various stages of a complex* initiative or project.
* Complex means situations that require knowledge of many intricate or interconnected elements and of the relationships between these elements to arrive at a solution. This will be evaluated with regard to amount, complexity and diversity of work handled, the level of autonomy demonstrated, and the impact of decisions.

ASSET QUALIFICATIONS - EXPERIENCE
Experience working in Small Craft Harbours or other infrastructure programs.
Experience in managing Grant and Contribution programs.
Experience in capital investment planning.
Experience working with Geographic Information Systems (GIS).
Experience with stakeholder relationships.
Experience liaising with Central Agencies (Treasury Board Secretatiat, Privy Council Office, Department of Finance).
