Please Note: This process has been designed to have two (2) different job streams in one advertisement. There are merit criteria specific to one or both streams; please review them carefully. The two streams are:

Manager, Negotiations (Reconciliation and Partnerships Branch)

Work environment

Stream 1 (Anticipatory):
Policy & Economic Analysis Branch is creating an exciting new managerial position to develop and oversee a small new regional Governance, Planning & Reporting unit which will also act as the Pacific Oceans Protection Plan (OPP) secretariat hub. This position reports to the Regional Director, Policy & Economic Analysis and will lead a new unit within the Pacific Policy & Economic Analysis Branch to provide coordination, management and advisory services on various corporate planning, governance and OPP issues.

More specifically, this position will act as the senior regional advisor responsible for:
• Leading regional OPP advice, oversight and coordination to support regional, national and inter-departmental OPP governance forums and integrated delivery of projects;
• Coordination of regional corporate planning and reporting (e.g. regional input into Departmental Plans, risk profiles, mandate commitment/PCO reporting); and
• Management of regional governance processes, including leading a review of regional governance structures and day-to-day management of existing regional senior management committee processes.

The position will involve supervisory duties over a small team (1-2) and involve significant interactions with colleagues across many branches from DFO and CCG sectors and other federal departments.

Stream 2:
The Reconciliation and Partnerships Branch is looking to staff the position of Manager, Negotiations. This position, which reports to the Senior Negotiator, leads an integrated team of professional negotiators, skilled in interest-based Alternative Dispute Resolution (ADR) practices, that work closely with Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) and First Nations in treaty and reconciliation agreement negotiations.

More specifically, this position will:
• Provide oversight and leadership to a diverse team of negotiators working on treaty and reconciliation issues with BC and Yukon First Nations;
• Provide advice on negotiation tactics, strategies and ADR best practices;
• Lead specific high profile or complex negotiations on behalf of the Department;
• Develop briefing materials for Senior Management and report frequently on progress;
• Develop public facing communications products and information on active negotiations;
• Support development of Memorandums to Cabinet and Central Agencies on treaty and negotiation issues;
• Engage laterally across diverse DFO sectors and branches to operationalize negotiation mandates.

The Reconciliation and Partnerships Branch intends to utilize this process to staff additional positions in this sector, including the Manager, Policy Analysis and Treaty Support. This position heads up an integrated team of biologists, policy analysts, and economists developing analytical and policy advice for treaty and reconciliation agreement negotiations and providing operational coordination on Indigenous Fisheries allocations and policies in the Pacific Region.

Education
Both Streams:
• Graduation with a degree from a recognized post-secondary institution with acceptable specialization in Economics, Sociology or Statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

Experience
Both Streams:
• Experience conducting research, analysis, and evaluation of economic or sociological effects of departmental or interdepartmental projects, programs and policies.
• Recent* experience analyzing issues and preparing strategic reports, briefing material and presentations to and for senior management.
• Recent* experience establishing and maintaining effective working relations and partnerships with a variety of intra- and inter-departmental colleagues.
• Experience managing human resources, including supervision.

Additional Stream 2 Experience: *Recent experience conducting negotiations with First Nations or Indigenous organizations.

*Recent is defined as having been acquired within the last three (3) years.

• Experience working in the Canadian public service (federal, provincial, or municipal).
• Experience working with and developing collaborative relationships with First Nations or other organizations representing Indigenous people.
• Recent* and significant** experience in developing advice on sensitive and complex*** issues for decision-making by senior management or the Minister.
• Recent* and significant** experience in policy analysis, the development of policies and policy instruments.
• Recent* and significant** experience leading and advising on government consultation and engagement processes.
• Recent* and significant** experience leading socio-economic analysis to inform policy and program decisions.
• Experience managing a program or project budget, such as forecasting, tracking, procurement and reporting.
• Recent* experience managing and coordinating one or more integrated processes.
• Recent* experience conducting negotiations on resource management issues involving First Nations.

*Recent is defined as having been acquired within the last three (3) years.
**Significant experience is defined as having performed a broad range of various and complex related activities, in terms of the scope and the impact of the experience which could normally be acquired over a period of approximately three years.
***Complex issues are normally characterized by the following: multidimensional, sensitive, confidential, affecting many partners or stakeholders, precedent-setting or having a major impact on program delivery for the public service.
