PUBLIC SERVICES AND PROCUREMENT CANADA (PSPC)
Public Services and Procurement Canada (PSPC), formerly Public Works and Government Services Canada (PWGSC) manages one of the largest and most diverse portfolios of real estate in the country. Real Property Branch is the Government of Canada’s real property centre of expertise. Our multi-disciplinary, client-focused team works from a whole-of-government approach to address client needs. Our expertise ranges from project leadership and appraisals to leasing and environmental services. We are seeking several real estate professionals with a specialization in real estate economics to join our team and contribute to the management of Canadian assets.

PORTFOLIO MANAGEMENT
Portfolio Management takes the role of the owner in the management of the Pacific Region Portfolio of Assets. We oversee the budget for the portfolio, develop investment strategies for the various communities we have a presence in, the various assets we own and lease and strategies to meet the accommodation needs of our client departments. We review the performance of our assets and ensure best value to the Crown in all of our investment decisions. We interact closely with all of the business lines identified in the Real Property Branch.

Intent of the process

A pool of qualified candidates may be established through this process to staff identical or similar positions within the Department of Public Services and Procurement Canada in the Pacific Region with various tenures (such as permanent, specified period or casual). The positions are located in Vancouver.

Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics (please list the courses, level, and post-secondary institution, e.g. ECON101, SFU)

NOTE: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
Significant* and recent** experience in conducting investment or cost benefit analysis based on discounted cash flows in relations to real property.
Significant* and recent** experience in developing investment strategies on real property
Significant* and recent** experience in making recommendations in relations to commercial real property to management and/or stakeholders
Experience in maintaining collaborative relationships with key stakeholders

*Significant will be evaluated in regard to the amount, complexity, and diversity of work handled. Clear and specific examples should be provided by candidates in their application.
**Recent is defined as having performed the duties continuously within the past two (2) years

ASSET QUALIFICATIONS:

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in real estate, business, commerce, economics or finance.

Degree equivalency

OCCUPATIONAL CERTIFICATION:
A valid professional designation of either the Accredited Appraiser Canadian Institute (AACI) designation - professional appraiser from the Appraisal Institute of Canada or the Évaluateur Agréé (EA) designation from the Order of Chartered Appraisers of Quebec.

EXPERIENCE:
Experience in estimating the market value of commercial real estate
Recent experience in working with computerized discounted cash flow programs
Experience in mentoring and training of staff
Significant* experience in developing a strategy to manage a portfolio of real property assets
Experience in estimating the market rent of office and industrial space.
Experience in defending opinion of property value.
Experience in writing detailed appraisal or assessment reports.
