Assessment accommodation

Duties

- Conducts flight test necessary for aircraft certification of domestic and foreign products including modifications;

- Reviews proposed flight test certification compliance plans and test descriptions and resolves issues with manufacturers and applicants;

- Based on applicant and Transport Canada flight test results, verifies compliance claimed by applicants and makes findings of compliance against the design standards called up in the aircraft’s basis of certification;

- Recommends aircraft limitations and procedures of new products and coordinates approval of Flight Manual changes which result from modifications and continuing airworthiness issues; and

- Maintains a high level of conventional and flight test specific piloting skills and participates in professional development and skills enhancement training as required by Transport Canada.

Work environment

Our office is located at 159 Cleopatra Drive in Nepean.

Intent of the process

The results of this process will initially be used to staff one (1) position indeterminately.

A pool of candidates will be established to staff positions on an indeterminate basis and to staff similar or identical positions with various linguistic profiles and/or requirement (English or Bilingual Imperative BBB), with various tenures (term, indeterminate) and/or the security clearance (reliability or secret), which may vary according to the position being staffed at Transport Canada. As positions become available, applicants who meet the qualifications may be contacted for further assessment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION
ED1: Graduation with a degree in a related field such as engineering, mathematics, or science from a recognized post-secondary institution or eligibility for certification as a professional engineer in Canada; and
ED1.1: Successful completion of a one year Engineering Test Pilot course recognized by Transport Canada

OR

ED2: Graduation with a degree in Engineering from a recognized post-secondary institution or eligibility for certification as a professional engineer in Canada; and
ED2.1: A significant* number of years of comprehensive on-the-job training/experience as a test pilot with a manufacturer of civil certified transport category aircraft.

*Significant is defined as the depth and breadth of the on-the-job flight test training associated with having conducted the developmental flight test activities normally required for the design validation and certification of a transport category aircraft over a period of at least 5 to 10 years on a full-time basis.

Degree equivalency

OCCUPATIONAL CERTIFICATION
OC1: Possession of a Canadian Airline Transport Pilot Licence (ATPL), Airplane with a Group I Instrument Rating AND possession of a valid Restricted Radio-Telephone Operator Certificate (endorsed Aeronautical)

EXPERIENCE
EX1: *Significant engineering flight test experience as a pilot in command (PIC) of a number of airplane types.

EX2: *Significant experience as an airplane engineering test pilot (ETP).

*Significant: Candidate has acted as PIC in five or more aircraft types and has flown as the ETP in several airplane or system development and or certification projects. In these cases there must have been noteworthy test piloting responsibility.

ASSET QUALIFICATIONS

EXPERIENCE
AEX1: Experience in civil aircraft certification projects.

AEX2: Experience in rotary wing aircraft.

AEX3: Experience in piloting a variety of airplane types as other than pilot in command.

AEX4: More than 2,500 hours flight time.

AEX5: Experience in civil industry as a qualified operational or delegated test pilot.

KNOWLEDGE
K1: *Significant knowledge of:
• aircraft operations,
• airplane flight test techniques,
• aerodynamics, stability and control, performance, power plants and aircraft system operation.
K2: Knowledge of civil airworthiness certification design standards.

*Significant: Candidate knows and understands the subjects to a depth and breadth needed to fly and conduct certification tests of airplanes in Canada without further theoretical training or study.

OPERATIONAL REQUIREMENTS
- Must be willing and able to travel nationally and internationally as required.
- Must be willing and able to work overtime and weekends as required.
- Requires personally test flying all types of civil airplanes, often in critical areas of the flight envelope.
