Intent of the process

ANTICIPATORY STAFFING – To meet our current and future needs, a pool of qualified candidates may be established through this process and used to staff identical or similar positions with various tenures (indeterminate, specified period, deployment, acting, acting extensions, assignment, secondment), various linguistic requirements (English essential or Bilingual imperative) and profiles (BBB/BBB or CBC/CBC) and/or various security requirements (reliability or secret status) within Environment and Climate Change Canada - Prairie Region.

ED1. Graduation with a degree from a recognized post-secondary institution, with acceptable specialization in physics, geology, chemistry or some other science relevant to the position.

Note:
1. The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.

Degree equivalency

FOR BOTH STREAMS:
EX1. Significant and recent* experience implementing policies or programs related to wildlife, natural resource management and/or biodiversity.
EX2. Significant and recent* experience in supervising activities and human resources, including workplanning and performance management, within a work unit.
EX3. Experience providing science-based strategic advice to decision-makers** on ecosystem, habitat and/or species conservation issues.
EX4. Significant and recent* experience in developing and maintaining partnerships with multiple stakeholders regarding scientific or environmental issues.
EX5. Significant and recent* experience managing budgets.

*Significant and recent experience refers to the depth and breadth of experience that is normally associated with having performed the duties for a cumulative period of at least one (1) year within the past five (5) years.
**In this context, a ‘decision maker’ is considered to be one or more individuals with the authority to make decisions significant to the organizational context within which they operate (e.g. a regional director within government; an executive director of a non-government organization; or someone in a leadership position with an Indigenous organization).

AEX1. Experience in a work unit focused on government regulatory or permitting processes.
AEX2. Experience managing environmental assessments.
AEX3. Experience consulting with Indigenous groups and/or a variety of stakeholders (e.g. government, private, academia, non-governmental organizations).

FOR BOTH STREAMS:
AK1. Knowledge of policies, programs, legislation and/or regulations concerning the conservation of biodiversity or management of wildlife.
AK2. Knowledge of the responsibilities of the Canadian Wildlife Service, provincial / territorial / Indigenous governments, and/or non-government organizations with respect to wildlife conservation.
AK3. Knowledge of federal government priorities concerning the environment, Indigenous affairs and/or public service management.
AK4. Knowledge of natural resource management in the Prairie Provinces.

FOR STREAM 1 (Head, Habitat Assessment and Data Management Unit):
AK5. Knowledge of key concepts in GIS and remote sensing.
AK6. Knowledge of database design and management including geodatabases, and/or data life cycle management.
AK7. Knowledge of federal policies and standards on open government, open data, geomatics and/or geospatial data.

Conditions of employment

Secret security clearance

Willing and able to work overtime.
Willing and able to travel; this could include travel to remote locations.
Possess a valid driver’s license.
