Elections Canada has several positions available for Technical Advisors in applications development, as well as in IT operations and infrastructure support (including telecommunications), security, architecture, and project management.
Elections Canada’s technical environment includes development products such as Visual Studio (C#, .NET), Oracle databases and SQL Server, Microsoft products (Windows operating system and Microsoft productivity suite) and several COTS products (e.g. Sharepoint, CRM Dynamics, Cognos, ArcGis, OpenText). Elections Canada invests in Agile development methods, mobile application research and development, cloud computing and security control using specialized tools to improve the voter experience, strengthen elections security and simplify processes for election workers.
The intent of this process is to staff 15 positions on a permanent basis. Nine (9) of them have a Bilingual Imperative BBB/BBB linguistic profile. Six (6) of them have an English or French essential linguistic requirement. A pool of fully qualified and partially qualified candidates may be established to staff similar or identical positions within Elections Canada with various tenures.

EDUCATION
Successful completion of two years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed.

At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum post-secondary education stated above. Whenever the minimum education is met via this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.
Note: Indeterminate period incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above are deemed to meet the minimum education standards based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the CS group.
EXPERIENCE
- Recent* and significant** experience in one or more of the following IT/IM disciplines:
• Infrastructure/Operations;
• Application Development, Database and Data Administration;
• Enterprise Architecture;
• Security.
- Recent* and significant** experience in analysing and documenting client requirements and recommending solutions.
- Recent* and significant** experience in implementing IT solutions to achieve the objectives of the client or management.
* Recent experience refers to experience acquired over the past five (5) years.
** Significant experience refers to the experience acquired by the candidate in the performance of his/her main duties, normally for a period of at least three (3) years or more in carrying out the full range of activities described.
ASSET/EDUCATION
- Post-secondary diploma in the field of IM/IT;
- Post-graduate degree in the field of IM/IT;
- Post-secondary degree in Geomatics.
ASSET/ PROFESSIONAL CERTIFICATION
Certification applicable to the position, such as cloud technologies, the Microsoft suite, ITIL, PMP, TOGAF, CISSP, CISA, CISM, CRISC, any SANS cyber security related GIAC certifications, Geomatics or GIS.

ASSET/ EXPERIENCES
- Recent* experience in participating in working groups or committees;
- Recent* experience in contributing to the documenting one or more architecture domains such as: application architecture, technology architecture, security architecture, business architecture, information architecture, cloud architecture or enterprise architecture;
- Recent* experience in maintaining or developing CRM solutions within Dynamics framework or ADX Studio;
- Recent* experience writing plugsin, workflow activities and actions for Dynamics 365;
- Recent* and significant** experience maintaining or developing .net applications;
- Recent* experience in maintaining or developing geospatial databases, or geospatial applications, or geospatial services;
- Recent* experience in developing with the ArcGIS platform;
- Recent* and significant** experience working with cyber security tools such as but not limited to firewalls, proxy systems, Intrusion Detection or Prevention Systems, Security Information and Event Management platforms, Virtual Private Network appliances or any other advanced security platforms (must describe how the tool/system relates to the field of cyber security);
- Recent* and significant** experience in the ongoing configuration, support or administration of relational databases;
- Recent* and significant** experience implementing solution for network infrastructure, telecommunication infrastructure or architecture;
- Recent* experience in telephony and contact centre technologies including Interactive Voice Response (IVR), Voice Recognition System (VRS), Automated Call Distribution (ACD), and /or Voice over IP (VoIP).
