When answering the screening questions, remember that the assessment board cannot make assumptions about your Education and Experience. It is not sufficient to say that you have the required qualifications or to list your current or past responsibilities. Rather, you must provide concrete examples with significant details to explain WHEN, WHERE and HOW you acquired each qualification. This is similar to what would be expected of you when asked to provide a concrete example of a particular situation in the context of an interview.
 
Candidates must also submit a resume with their application, which will only be used to validate the information provided in their answers to the screening questions.
 
Should your responses to the screening questions contain insufficient details to demonstrate that you meet the screening criteria, your application will not be given further consideration in this process. Candidates will not be solicited for incomplete or possible missing information.

Duties

Evaluation in the federal government operates in accordance with the Treasury Board Policy on Results, which includes a Directive on Results and a Standard on Evaluation for the Government of Canada. As well, evaluation activities are carried out in accordance with the Canadian Evaluation Society’s Program Evaluation Standards.

Evaluations are a critical source of information to support decision-making related to policy / program effectiveness and resource allocations. Evaluation provides senior departmental officials with timely, strategically focused, objective and evidence-based information on the performance of existing policies, programs and initiatives.

Junior evaluators contribute to the development of evaluation plans and data collection tools; assist with gathering data through quantitative and qualitative methods (e.g., interviews, focus groups, data analysis, surveys, document and literature review); and analyze and synthesize data to support evaluation findings and recommendations.

Intent of the process

A pool of partially or fully qualified candidates may be established from this selection process and may be used to staff similar positions with various tenures, various linguistic profiles as well as various security clearances within the Government of Canada.

EDUCATION:

Graduation with a degree* from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

* Candidates in their final year of studies, and who will be awarded a degree by December 2019, will be considered for entry to the pool. Candidates must always have a degree to be appointed.

Note: The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:

Experience conducting social science research.

Experience using at least two different social science methods (e.g., document review, literature review, interviews, surveys, focus groups, case studies, observation) to collect data for social science research.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

Asset qualifications (A candidate may be appointed to the position even though he/she does not meet any asset qualifications.)

EDUCATION :

A post-graduate degree from a recognized post-secondary institution with a specialization in economics, sociology or statistics.

Completion of a diploma or certificate in program evaluation.

Degree equivalency

EXPERIENCE:

Experience applying program evaluation theories and approaches through the conduct of evaluations of programs, projects, policies or initiatives.

Experience using data visualization techniques.

Experience using software to analyze quantitative and/or qualitative data (e.g., Excel, SPSS, Nvivo)

LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.
 
Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.
