The mission of Assistant Deputy Minister (Human Resources - Civilian)(ADM(HR-Civ)) is to develop and implement plans, policies and programs to acquire, develop and retain top talent to effectively support the Canadian Armed Forces (CAF) in operations and meet the Defence Policy: Strong, Secure, and Engaged. The intent of the process is to staff various Director General positions at the EX-03 group and level in Public Service Human Resources Management in Ottawa on an indeterminate basis.
Following the process, should a pool of qualified candidates be established, it could also be used to staff similar positions with various tenures and security requirements within DND as well as other government departments within the core administration, with the approval of the delegated manager and in consultation with Executive Services.

EXPERIENCE:
EX01. Experience* in advising, influencing and providing decision support to senior executives and key stakeholders**.

Definitions :
*Experience is the depth and breadth of the experience normally acquired by performing a broad range of various, complex activities associated with performing the full duties in an Executive or equivalent position for a period of at least three (3) years within the last five (5) years.
**Senior executives and key stakeholders at the Senior Vice President, Chief Operation Officer, Chief Executive Officer or Chair of the Board levels in the private sector, or at the Assistant Deputy Minister (ADM) and Deputy Minister (DM) levels in the Federal Public Service. Providing decision support is making difficult decisions related to program, business and people changes.
***Institutional leadership is overseeing system capabilities and performance, and making major policy, system and organizational changes designed to ensure the institution’s continued strength, relevancy and viability.
****Managing human resources is defined as leading teams, assigning work, managing and assessing performance, developing training and development plans as well as recruitment and selection. Applicants must also indicate the number of employees they have managed.
****Managing financial resources is defined as: planning, organizing, directing and controlling financial activities for the utilization of funds in the organization and exercising authority and accountability for a budget. Applicants must also indicate the size of the budget they managed directly.

CONDITIONS OF EMPLOYMENT
Security is not a factor used at the initial screening stage, as the Department is responsible for the security clearance process.
ASSESSMENT
You may be assessed using a variety of assessment tools, such as, but not limited to: an evaluation using a simulation exercise, written exams, interviews, reference checks, recent and past performance evaluations, self-assessments, etc.
REFERENCES

RANDOM SELECTION
In order to manage the number of applications in this selection process, random selection may be used at any time during the process to identify which applicants will be further considered.
TOP DOWN APPROACH
Selection decisions may be based on the level, breadth or degree of qualifications achieved in one or more qualifications; for example, preference may be given to the candidate that has scored highest on a specific qualification or combination of qualifications.
A cut-off score screening approach may be undertaken. Applicants who meet the essential experience criteria may be ranked according to the depth and breadth of experience they possess. Only the top ranking applicants may be invited to the next phase of assessment. Asset criteria and/or organizational needs may also be applied at the screening stage.
PERFORMANCE EVALUATION
