Intent of the process

The initial intent of this process is to staff multiple positions within the following departments: Health Canada, Agriculture and Agri-Food Canada, the Department of Justice Canada, Crown-Indigenous Relations and Northern Affairs Canada, Canada Revenue Agency, Innovation, Science and Economic Development Canada, Public Services and Procurement Canada and Public Safety Canada.

Although the immediate intent of this Job Opportunity Advertisement is to staff indeterminately, applicants should be aware that a pool of qualified candidates (fully assessed or partially assessed) may be established and may be used to staff similar positions at the group and level identified for each department mentioned above with various tenures (acting appointments, assignment, deployment, indeterminate, specified period, secondment), security requirements and conditions of employment.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

Education:

Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology, or in any other field relevant to the work to be performed.
One hundred and twenty (120) hours of acceptable training in informal conflict management studies from a recognized alternative dispute resolution training institution (Documented proof must be provided).

Degree equivalency

Experience:

**Experience in providing workplace Alternate Dispute Resolution (ADR) services as a third party neutral, including mediation, facilitation and conflict coaching;
Experience in convening ADR interventions. Convening means the pre-meeting assessment process with clients to determine ADR appropriateness;
Experience in the delivery of training and awareness sessions;

**Experience means for a period of 1 year and refers to the breadth and depth and is defined as a combination of time spent doing the activity, as well as type (range, scope, and complexity) of work handled related to the experience criteria. Clear and specific examples should be provided by candidates in their application and demonstrate evidence of accountabilities and deliverables.

Asset Education:

Mediation training from a recognized alternative dispute resolution training institution (Documented proof must be provided).

Degree equivalency

Asset Occupational Certification:

Certification in coaching recognized by the International Coach Federation (ICF)
Qualified Mediator (Q. Med) designation or higher

Asset Experience:

Experience in ADR group intervention processes;
Experience in the development of training and awareness sessions.

Information on language requirements

Knowledge:

Knowledge of the informal conflict resolution processes and formal recourse mechanisms;
Knowledge of the principles and approaches of interest-based dispute resolution;
Knowledge of Federal Government legislation and policies relevant to conflict resolution, human rights, harassment, and grievance matters.

Abilities:

Ability to mediate and facilitate the resolution of workplace dispute issues;
Ability to deliver presentations and training sessions;
Ability to diffuse an emotionally charged situation;
Ability to communicate verbally at a high level of competence;
Ability to compose and edit sensitive written information;
Ability to work under pressure with multiple priorities.

NOTES REGARDING EDUCATION:
1. Indeterminate incumbents of PE positions and of positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing PE positions and positions in the Office of the Superintendent of Financial Institutions and Indian Oil and Gas Canada that are equivalent to PE positions. This note also applies to persons appointed or deployed, for an indeterminate period, to PE positions after that date as the result of staffing transactions started before October 1, 1999. The positions in the Office of the Superintendent of Financial Institutions and in Indian Oil and Gas Canada that are equivalent to PE positions are those that meet the Treasury Board definition for the PE occupational group.
2. An acceptable combination of education, training and/or experience, that is comparable with a degree from a recognized post-secondary institution with specialization relevant to the work to be performed, may serve as an alternative to meet the minimum education standard stated above. Whenever the minimum education standard is met through this alternative, it is met only for the position being staffed, and candidates must be re-assessed for future appointments where the manager has decided to allow the use of this alternative.

A test may be administered.
